Available in PDF, EPUB and Kindle. Book excerpt: "Complexity, Organizational Blinders, and the SOCOM Design Way (SDW) takes on the monumental task of explaining why the complex world is so difficult to comprehend and provides a way for navigating through it. The authors accomplish this utilizing U.S. Special Operations Command design techniques. This monograph is not just for the Special Operator or the Operational Planner. It is useful for anyone who is seeking out a better way to address problems that seem to have no solution. Dr. David Ellis and Mr. Charles Black provide the tools necessary to define the problem and develop an approach. The SDW needs to be seriously considered and put into practice if the community desires to make progress in complex and wicked problems."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: He who knows and knows that he knows is wise; follow him. -ANCIENT PROVERB During a long career of public service as a government procurement and contracting official, I am still surprised to find big, successful corporations making the same mistakes that neophytes in government contracting mak~. And this is particularly true in the matter of writing proposals, which are the crucial element in most major procurement awards. It's true enough, as many suspect, that the big, well-known company has something of an edge over the smaller, lesser-known company com peting for any given government contract-psychologically, at least: The typical government executives, whether contracting officials or program managers, tend to have a bit more faith in the ability of the large company to carry out the program successfully. All things being equal, then, the big company is more likely to get the nod. However, because the large companies are well aware of that, many tend to become "fat, dumb, and happy"-they try to coast or rest on their laurels. That is, they get careless about making a strong enough case for themselves in writing their proposals. And when they lose, often to smaller companies, they are both puzzled and outraged. They have for gotten that all government procurement is a competition-usually both technical and cost competition-and that the "little guy" can win against the "big guy," if he tries hard enough. And especially if the bigger guy is a bit careless and does not put out his best effort.

Download or read book Finding the Target written by Frederick W. Kagan and published by ReadHowYouWant.com. This book was released on 2010-05-14 with total page 666 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Finding the Target, Frederick W. Kagan describes the three basic transformations within the U.S. military since Vietnam. First was the move to an all-volunteer force and a new generation of weapons systems in the 1970s. Second was the emergence of stealth technology and precision-guided munitions in the 1980s. Third was the information technology that followed the fall of the Soviet Union and the first Gulf War. This last could have insured the U.S. continuing military preeminence, but this goal was compromised by Clinton's drawing down of our armed forces in the 1990s and Bush's response to 9/11 and the global war on terror. The issue of transformation leads Kagan to Defense Secretary Donald Rumsfeld's vision of a ''new ''military; the conduct of the Iraq and Afghanistan wars; and the disconnect between grand strategic visions such as the Bush Doctrine's idea of ''preemption ''and the underfunding of military force structures that are supposed to achieve such goals.
