Book excerpt: A theoretical framework to guide empirical analysis of how land registration affects financial development and economic growth.The author develops a theoretical framework to guide empirical analysis of how land registration affects financial development and economic growth.Most conceptual approaches investigate the effects of land registration on only one sector, nut land registration is commonly observed to affect not only other sectors but the economy as a whole.The author builds on the well-tested link between secure land ownership and farm productivity, adding to the framework theory about positive information and transaction costs. To map the relationship between land registration and financial development and economic growth, the framework links:-Land tenure security and investment incentives.-Land title, collateral, and credit.-Land markets, transactions, and efficiency.-Labor mobility and efficiency.-Land liquidity, deposit mobilization, and investment.Empirical results from applying the framework to a single case study - of Thailand, described in a separate paper - suggest that the framework is sound.This paper - a product of the Rural Development and Natural Resources Sector Unit, East Asia and Pacific Region - is part of a larger effort in the region to increase the effectiveness of country assistance strategies in the area of property rights and economic development.

Book excerpt: Land registration in Thailand has significant positive long-run effects on financial development and economic growth.Using an economywide conceptual framework, the author analyzes how land registration affects financial development and economic growth in Thailand.He uses contemporary techniques, such as error correction and co-integration, to deal with such problems as time-series data not being stationary. He also uses the auto-regressive distributed lag model to analyze long lags in output response to changes in land registration.His key findings:-Land titling has significant positive long-run effects on financial development.-Economic growth responds to land titling following a J curve, by first registering a fall and recovering gradually, thereafter to post a long, strong rally.-The quality of land registration services, as measured by public spending on land registration, has strongly positive and significant long-run effects on economic growth.This paper - a product of the Rural Development and Natural Resources Sector Unit, East Asia and Pacific Region - is part of a larger effort in the region to increase the effectiveness of country assistance strategies in the area of property rights and economic development. Book excerpt: Domestic and international development strategies often focus on private ownership as a crucial anchor for long-term investment; the security of property rights provides a foundation for capitalist expansion. In recent years, Thailand's policies have been hailed as a prime example of how granting formal land rights to poor farmers in low-income countries can result in economic benefits. But the country provides a puzzle: Thailand faced major security threats from colonial powers in the nineteenth century and from communism in the twentieth century, yet only in the latter case did the government respond with pro-development tactics. In Land and Loyalty, Tomas Larsson argues that institutional underdevelopment may prove, under certain circumstances, a strategic advantage rather than a weakness and that external threats play an important role in shaping the development of property regimes. Security concerns, he find, often guide economic policy. The domestic legacies, legal and socioeconomic, resulting from state responses to the outside world shape and limit the strategies available to politicians. While Larsson's extensive archival research findings are drawn from Thai sources, he situates the experiences of Thailand in comparative perspective by contrasting them with the trajectory of property rights in Japan, Burma, and the Philippines.

Book excerpt: "This book discusses the links between land access, property rights, and economic development, analyzing the results and limitations of a public intervention- Land Titling and Registration- that constitutes one of the main instruments for contemporary land policy in Peru. It attempts to provide a comprehensive analysis and discussion of the importance of institutions, like land property rights, in the context of market liberalization reforms. In operational terms, this means verifying whether land titling constitutes a necessary and/or sufficient condition to promote investments and increase land values. This book reveals that titling and registration can be considered as a necessary condition to improve investment opportunities when its implementation procedure is based on the recognition of previous informal land rights and community networks, because its effect on the reduction of transaction costs at a regional level improves the dynamics of land markets and facilitates the entrance of formal financial institutions. A decentralized program is more likely to understand and correctly assess local conditions, as well as to concentrate its work on poorer farmers confronting stronger limitations to acquire tenure security by other means. Targeting must be applied also at the regional level, identifying less-developed areas that can benefit from the externality effects provided by increased levels of titling density. The presence of other limitations that constrain the participation of small farmers in the formal credit market, and the inability of titling to solve them by itself, makes it difficult to consider this policy as a sufficient condition to improve the livelihood of poorer farmers. Complementary policies that provide small farmers with the opportunity to increase their land-holdings, as well as the possibility to acquire insurance against negative shocks, need urgent implementation."

Book excerpt: This paper examines the empirical relationship between long–run growth and the degree of financial development, proxied by the ratio of bank credit to the private sector as a fraction of GDP. We find that this proxy enters significantly and with a positive sign in growth regressions on a large cross–country sample, but with a negative sign using panel data for Latin America. Our findings suggest that the main channel of transmission from financial development to growth is the efficiency of investment, rather than its volume. We also present a model where the negative correlation between financial intermediation and growth results from financial liberalization in a poor regulatory environment.
