Book excerpt: This paper combines both micro and macro approaches to identify the drivers of (un)employment and inactivity in Luxembourg. The young, low-skilled, and non-EU migrants are found to be the most vulnerable groups in the labor market. In addition to skills mismatches, work disincentives embedded in the tax-benefit system constitute a factor explaining structural unemployment. High unemployment of young and low-skilled workers reflects substantial unemployment traps, while disincentives for second earners (respectively the generosity of the pension system) contribute to lower labor market participation of women (respectively seniors). Further reduction of structural unemployment requires better integration of vulnerable groups into the labor market and improved targeting of benefits to make work more rewarding.

With most of their working life ahead of them they make up about a third of the working-age population in the typical emerging market and developing economy. But the youth in these economies face a daunting labor market—about 20 percent of them are neither employed, in school, nor in training (the youth inactivity rate). This is double the share in the average advanced economy. Were nothing else to change, bringing youth inactivity in these economies down to what it is in advanced economies and getting those inactive young people into new jobs would have a striking effect. The working-age employment rate in the average emerging market and developing economy would rise more than 3 percentage points, and real output would get a 5 percent boost.

Book excerpt: This book considers how women cope with the economic hardship which accompanies divorce, using national longitudinal data on a generation of women in the United States. These women came of age at a time when they were expected to give priority to family roles over work roles. Yet by the time many of them were divorced in the 1970s, with the climate of changing perceptions of gender roles, women were expected to work, and were unprepared for the economic disruption caused by divorce. Peterson analyzes the experiences of women drawing upon sociological and economic approaches to the study of labor market outcomes, and of life-cycle events. He shows how over the long term most divorced women can make at least a partial recovery, but divorced women with children have a more difficult time making work adjustments, and experience greater economic deprivation. Given the continuing high rates of divorce, Peterson's findings highlight the importance of work rather than marriage for women's economic security.

Book excerpt: We use the novel anonymized Household Labour Force Survey (HLFS) microdata to analyze job finding rates and job separation rates in New Zealand. We find that individual characteristics, including age, gender, ethnicity and education have a significant impact on job finding and separation rates, even after controlling for other factors. We use a decomposition approach to analyze how the effects of individual characteristics on job finding and separation rates contribute to heterogeneity in employment outcomes. Overall, we find that higher separation rates of young workers play a disproportionate role in explaining heterogeneity of employment outcomes across age groups, while differences in finding rates are somewhat more important in explaining differences by education level. Both finding and separation rate differences are important in explaining differences across ethnicities. We also find some heterogeneous response of worker groups to business cycle after controlling for other factors. The results underscore the importance of well-targeted labor market support policies.

His research sought to understand the structures, dynamics and mechanisms that underlie inequalities in industrial societies by focusing on how individuals' attainments are shaped by characteristics of a society's or organization's opportunity structure, on the one hand, and individuals' education, experience and other human capital resources, on the other. He emphasized inequalities associated with education and schooling, class, and stratification outcomes such as income and occupational status. Within these general foci, he tackled the study of phenomena as diverse as rates of learning in elementary school reading groups and promotion patterns in large industrial corporations. The chapters of this volume illustrate some of the major themes that characterized Aage's research; these topics are also likely to constitute important concerns for future efforts to understand structured social inequality in society. These themes include: the development of explicit dynamic models to account for observed patterns of education, career, and labor market outcomes; aspects of educational inequality such as school effects and learning opportunities; issues related to intragenerational mobility and careers; and the role of rents in generating structural inequality.
