Book excerpt: This book provides an overview of the growth of the private higher education sector in China and in addition provides an analysis of some of the key drivers of this growth and impediments to it. What is new about the book is that it combines the results of a series of interviews with work that is more quantitative in nature. The book is of use to not only those engaged in academic research but also those who more generally wish to know more about an educational sector that is growing in importance. The most obvious factors promoting expansion of this sector have been the growth in per capita incomes, higher levels of participation in secondary school education, the strong growth in demand for graduates and the inability of the public sector to keep pace with demand. All of these factors intermingled with the involvement of government regulation. This regulation, however, is not uniform across all of China given the different provincial government departments of education that are also involved in dealing with private higher education institutions. In particular, this book looks at the way in which the Chinese government’s regulatory framework (both national and provincial) influenced the development of the sector and the way in which it operates, especially the private higher education component of that sector. The analysis undertaken finds that there is a link between regulation and the private higher education sector growth and a link between the funding of the government sector. The more intense regulation was, and the more funds provided to the state sector, the less scope there was for the private sector to expand. Growth of the private sector, therefore, did not just depend upon rising demand for higher education overall, but also to a fair degree of tolerance on the part of government. Much of this work, in subsequent years, has been supported by the further changes that have been undertaken in the Chinese higher education sector. Over the years, the growth of the Chinese higher education sector has stabilised, as has the private segment of this sector.

Book excerpt: Issues pertaining to increasing government regulation of higher education, monetary and nonmonetary costs of such regulation, and court cases and legislation that illustrate the academic autonomy versus governmental interference conflict are considered in this book by a circuit judge. It is suggested that although colleges and universities have been involved in governmental regulations and court suits in the 1970s, they have fared well, especially when their dependence on governmental agencies for funding is considered. It is claimed that the criticism that the implementation of federal regulations is draining schools of too much money has not been substantiated. However, no one is sure how much federal regulation costs. It is suggested that as a critical element in society, education cannot expect to continue to be left completely autonomous, particularly since educational institutions have contributed to social injustices. One approach to determine the impact of governmental regulations is to study court opinions that have faced the conflict between the government's desire to implement public policies and the academicians' desire to remain autonomous from governmental interference. Significant legal developments in the following areas of special concern to educators are reviewed: employment discrimination, procedural due process for faculty, financial exigency as a ground for dismissal, procedural due process for students, Title IX, and the Rehabilitation Act of 1973. It is concluded that these developments demonstrate that the doctrine of academic abstention has remained substantially intact. It is predicted that in the next decade the disruptive effects of external regulations will likely decrease. Views expressed by the Sloan Commission on Government and Higher Education are considered. Even so, it is fair to say they have experienced a most radical transformation in the past twenty years. During this period, the role and responsibility of the state generally have been broadly limited while allowing ‘market forces’--private ownership and control--more influence. But even where the state is still the main provider or funder, it relies increasingly on ‘market mechanisms’, for example contractual relations between state and institutions, competition among providers for resources, and external assessment of ‘outputs’ which means the results or impact of what universities do, in particular teaching and research. The new terminology speaks of price and competition, inputs and outputs, resources, cost and benefits, demand and supply, provider and customer, consumers and investors, quality control and accountability. Education, and post-secondary education especially are increasingly seen as matters for markets. Formal post-secondary education becomes a service, commercialized and traded across national borders. This volume on changing relationship between state and market, contains, besides an introductory analytic overview of the issues, accounts from different countries, regions, and thematic perspectives. Chapter authors describe and analyze government reforms and other developments that have directly or indirectly affected this relationship. Although the geographical focus is on North America, especially Mexico, South East Asia and Europe, the phenomenon is not limited to these regions and countries but worldwide.

At the same time, the rising costs of an undergraduate education have increased dramatically, forcing students and families to take out often unmanageable levels of student debt. The cumulative amount of student debt reached nearly $1.5 trillion in 2017, and calls for student loan forgiveness have gained momentum. Yet public policy to address college affordability has been mixed. While some policymakers support more public funding to broaden educational access, others oppose this expansion. Noting that public opinion often shapes public policy, sociologists Natasha Quadlin and Brian Powell examine public opinion on who should shoulder the increasing costs of higher education and why. Who Should Pay? draws on a decade’s worth of public opinion surveys analyzing public attitudes about whether parents, students, or the government should be primarily responsible for funding higher education. Quadlin and Powell find that between 2010 and 2019, public opinion has shifted dramatically in favor of more government funding. In 2010, Americans overwhelming believed that parents and students were responsible for the costs of higher education. Less than a decade later, the percentage of Americans who believed that federal or state/local government should be the primary financial contributor has more than doubled. The authors contend that the rapidity of this change may be due to the effects of the 2008 financial crisis and the growing awareness of the social and economic costs of high levels of student debt. Quadlin and Powell also find increased public endorsement of shared responsibility between individuals and the government in paying for higher education. The authors additionally examine attitudes on the accessibility of college for all, whether higher education at public universities should be free, and whether college is worth the costs. Quadlin and Powell also explore why Americans hold these beliefs. They identify individualistic and collectivist world views that shape public perspectives on the questions of funding, accessibility, and worthiness of college. Those with more individualistic orientations believed parents and students should pay for college, and that if students want to attend college, then they should work hard and find ways to achieve their goals. Those with collectivist orientations believed in a model of shared responsibility – one in which the government takes a greater level of responsibility for funding education while acknowledging the social and economic barriers to obtaining a college degree for many students. The authors find that these belief systems differ among socio-demographic groups and that bias – sometimes unconscious and sometimes deliberate – regarding race and class affects responses from both individualistic and collectivist-oriented participants. Public opinion is typically very slow to change. Yet Who Should Pay? provides an illuminating account of just how quickly public opinion has shifted regarding the responsibility of paying for a college education and its implications for future generations of students.

This book assesses the role of government subsidies for higher education—especially but not exclusively federal student aid—in keeping college affordable for Americans of all economic and social backgrounds. The authors examine the effects of student aid policies of the last twenty years. They address several vital questions, including: Has federal student aid encouraged the enrollment and broadened the educational choices of disadvantaged students? Has it made higher education institutions more secure and educationally more effective—or has it raised costs and prices as schools try to capture additional aid? Has federal student aid made the distribution of higher education's benefits, and the sharing of costs, fairer? And what are the likely trends in patterns of college affordability? Drawing on their analysis, the authors highlight some of the principal dimensions of policy choice on which the debate has focused, as well as some that have been relatively neglected. Building upon their conclusion that student aid works, they propose reforms that would bolster the role of income-tested aid in the overall student financing picture. Developments in systems of higher education and changes in the governance of this field have been discussed in the literature. Such changes are brought about by collective actors within institutional settings. Anett Schenk directs attention at Social Democratic governments in Sweden and in Germany, specifically in North-Rhine Westphalia in the latter case, and at the policies of higher education they have enacted from the mid-1960s to the year 2000. The empirical basis for her study is a qualitative analysis of such policy documents as inaugural speeches, governmental bills and recommendations of expert groups. The focus of the policies has shifted during the decades that were analysed from an input- to an output-orientation and from addressing issues of class to addressing those of gender segregation. These shifts are discussed against the background of a government's need for legitimation and the impact of intermediate actors on policy development.
