Since the end of the Cold War, these connections have expanded and diversified dramatically, with emerging economies such as China, India, and Brazil becoming increasingly important both as sources of trade and as a destination for African migrants. But while these trends have attracted growing scholarly attention, there has so far been little appreciation of the sheer breadth and variety of this exchange, or of its deeper social impact. This collection brings together a wide array of scholarly perspectives to explore the movement of people, commodities, and ideas between Africa and the wider global South, with rich empirical case studies ranging from Senegalese migrants in Argentina to Lebanese traders in Nigeria. The contributors argue that this exchange represents a form of ‘globalization from below’ which defies many of the prevailing Western assumptions about migration and development, and which can only be understood if we consider the full range and complexity of migrant experiences. By 2002 the number had grown to 123. In fact, the South attracted over half of the foreign businesses drawn to the United States in the 1990s. The eight original essays collected here consider this stunning dynamism in ways that help us see anew the region's place in that ever-accelerating, transnational flow of people, capital, and technology known collectively as "globalization." Moving between local and global perspectives, the essays discuss how once faraway places like Latin America, Asia, Africa, and the Indian Subcontinent are now having an impact on the South. One essay, for example, looks at a range of issues behind the explosive growth of North Carolina's Latino population, which grew by almost 400 percent during the 1990s-miles ahead of the national growth percentage of 61. In another essay we learn why BMW workers in Germany, frustrated with the migration of jobs to South Carolina, refer to the American South as "our Mexico." Showing that global forces are often on both sides of the matchup--reshaping the South but also adapting to and exploiting its peculiarities--many of the essays make the point that, although the new ethnic food section at the local Winn-Dixie is one manifestation of globalization, so is the wide-ranging export of such originally southern phenomena as NASCAR and Kentucky Fried Chicken. If a single message emerges from the book, it is this: Beware of tidy accounts of worldwide integration. On one hand, globalization can play to southern shortcomings (think of the region's repute as a source of cheap labor); on the other, the influx of new peoples, customs, and ideas is poised to alter forever the South's historic black-white racial divide.

Where genuine recovery and empowerment have emerged, this has been the result not only of the pursuit of “dignitalist” political and economic values that emphasize robust and sustained productivity geared toward uplifting the living standards and dignity of all the members of the national society, but also of the creation of indigenous institutions whose relations with the external world are defined by equality rather than dependence and subordination. Opoku Agyeman argues that “dignification” is the fundamentally necessary response to imperialism’s inevitable afflictions of national/racial humiliation. It is the most crucial ingredient in the complex of motivations that propel formerly weak nation-states and regional communities to rise up and defend the honor of their people. As Mao Zedong told the world in 1949: “Ours will no longer be a nation subject to insult and humiliation. We have stood up.” This study argues emphatically that it is a country’s or region’s developed or developing capabilities, not its historic and continuing victimization or habitual dependence on “charitable aid” and other “altruistic” interventions from the “international community,” that determines its success in escaping the scourge of powerlessness and underdevelopment. It further maintains that a people who have been brought low through brutal, dehumanizing imperialism cannot bypass the need for redemptive empowerment if they wish to regain honor and a proper place in the world. Finally, it takes issue with Joseph Stiglitz, Jeffrey Sachs, and others like them whose moralistic critiques of the rapacity of imperialistic globalization carry the unfortunate implication that it is possible for a fair and just world social order to come out of incremental reforms of philanthropically-motivated developed, powerful countries, in the structure and operations of global capitalism.

Unfortunately, terms of trade are no longer fueling growth, and the region’s policymakers are in search of new sources of growth with stability. With the experience of East Asia and the Pacific in mind, many policymakers in LAC are looking to international economic ties as a potential source of stable growth. The challenge highlighted in this book lies in designing an integration agenda comprising trade and factor market integration that is conducive to region-wide efficiency gains, which can help LAC enhance its global competitiveness. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Thus, this volume argues that LAC's regional economic integration agenda needs to go well beyond the current spaghetti bowl of preferential trading arrangements.
