Book excerpt: This article begins with the question of what is the main reason why export growth does not lead to sufficient job creation, and examines the relationship between exports and employment from various perspectives. We applied the growth accounting method to decompose the changes in employment induced by exports into the scale and composition effects on employment, so that it captures the employment effect caused by the changes in the composition of export products. From this analysis, it can be seen that the reduction in the employment effect of exports is highly correlated with the changes in the composition of the export products toward less labor-intensive. From the empirical analysis using industry-level data, it is confirmed that the higher the capital intensity, the lower the export elasticity of employment. Another interesting founding is that the export elasticity of employment is higher when the export proportion of SMEs (or final consumption goods) is larger.

Book excerpt: Using the Korean manufacturing firm-level data, this paper confirms that three stylized facts on importing hold in Korea: the ratio of imported inputs in total inputs tends to be procyclical; the use of imported inputs increases productivity; and larger firms are more likely to use imported inputs. As a result, we find that firm-level import decisions explain a non-trivial fraction of aggregate productivity fluctuations in Korea over the period between 2006 and 2012. Main findings of this paper suggest a possible link between the recent global productivity slowdown and the global trade slowdown.

Book excerpt: Through the 2000s, Korea’s export and import linkages to advanced and emerging markets increased significantly. At the same time, the correlation of output growth between Korea and these economies rose. This paper investigates the nature of the link between trade linkages and the comovement of international business cycles (BC) using Korean industry-level domestic and international input-output data. The results suggest that, at the industry-level, higher export linkages lead to a larger positive GDP growth comovement, while higher import linkages lead to higher negative employment growth comovement. Furthermore, the decomposition of aggregate BC comovement shows that the increase in trade with China has contributed the most to aggregate BC comovement, while the impact of trade linkages on BC comovement is propagated domestically via vertical linkages. These findings suggest that the Korean economy can be significantly affected by a few countries that are highly linked through trade to Korea and/or a few industries that are highly interconnected to other industries.

It draws on input-output data for the period from 1995 to 2009 to estimate the effects on each industry's employment (i.e. direct effects) and on other industries' employment through intra-industry linkages (i.e. indirect effects). There are four major findings. First, at the aggregate level, the implied employment from exports increased in China, Japan and Korea. Second, at the industry level, exports and the shares of implied employment from exports increased in machinery-related industries such as Machinery (NEC), Electrical and Optical Equipment, and Transport Equipment in China, Indonesia and Korea. Third, although more than 80% of exports in the four study countries are from manufacturing industries, the employment effects are not limited to manufacturing industries. A significant number of workers in non-manufacturing industries depend upon manufacturing exports through vertical inter-industry linkages. Non-manufacturing industries account for between 40% and 60% of the implied employment from exports. Finally, in 2009, the share of implied employment from Chinese final demand exceeded that from the US final demand in both Japan and Korea. An implication of the overall results is that even in cases where an industry is not particularly directly export-oriented, the industry may still be subject to potential effects - positive or negative - of changes in export demand.

Book excerpt: English Abstract: This paper intends to analyze the impacts that Korea's exports after the 2000s caused on the increase in exporting firms' productivity through a learning-by-exporting mechanism. Unlike its precedents, this study focuses on interpreting the significance that Korea's rising exports to China and developing countries -- one of noticeable characteristics of Korea's exports since the 2000s -- have to do with its economic productivity. To that end, the author used trade statistics to identify the characteristics of Korea's export structure, and combined industrial statistics with trade statistics to track down changes in relevant industries. The analysis finds that manufacturing firms exporting to developing countries experienced less or almost zero increase in their TFP compared to those exporting to advanced countries. This finding implies that the strength of the trickle-down effect from exports has waned in terms of productivity as well as employment, and the waning was mostly driven by the increased exports to developing countries.

While advanced countries have found themselves confronted by the possibility of low growth caused by the financial instability and economic slowdown with the delicate financial situation, developing countries have taken active measures at the policy to curb inflation. In addition, they have engaged in efforts to maintain high growth through the advent of stimulus packages designed to promote domestic demand. The ability of Korean exports to rapidly recover has been the result of the steady growth of developing countries such as China, and the increased price competitiveness occasioned by the rapid devaluation of the Korean won in the aftermath of the global financial crisis. However, as Korea is still at risk of being negatively impacted by the uncertainty plaguing foreign economies, efforts should be made to achieve sustainable export growth and establish stable export conditions.From this standpoint, it becomes necessary to conduct an active review of export diversification as part of the strategy to ensure sustainable export growth and increase export stability. Export diversification refers to the strategy of diversifying export products and regions which have been actively used by developing countries as a means to promote export activities during the economic development process. Therefore, export diversification very effective method of ensuring sustainable export growth and export stability at any stage of economic development.This study analyzes the current state of export diversification within the Korean manufacturing industry from the standpoint of product and regional diversification. This assessment is based on the measurement of inequality using Theil index. Furthermore, this study will also analyze export diversification patterns from the standpoint of the relationship between export diversification and market share. Lastly, the implications of the findings will be addressed.

Book excerpt: The US and EU's antidumping and countervailing duty (CVD) measures may induce an increase in the resale unit price of imported Korean products, and if ultimately subjected to anti-dumping laws, Korea's export sales and the supply of Korean products to these countries may greatly decrease. While the US and EU anti-dumping laws and CVDs would decrease Korean exports in this case, similar enterprises in other countries would benefit from said anti-dumping measures and increase production in order to expand their market share.Therefore, there is sufficient reason to expect that the decreased market share of Korean products would mostly be taken over by products from competing countries. Korean export companies would inevitably face decreased exports and market share in the short term as market demand in the EU or US switches over to imported products from competitor countries, as a result of anti-dumping policies. At the same time, there can be volatility in revenue depending on the cost and price competitiveness of Korean exports that are competing with EU or US domestic products as well as products from competing countries, affecting the business profits of Korean businesses. Depending on the labor standards and capital concentration in the product or area in question and the Korean companies' reinvestment capacity, there will also be detrimental effects on employment, investment in plants and equipment, and research and development. It is clear that, in the short term, Korean manufacturing industries would be negatively affected unless a new export market is quickly found. According to previous research, the management index shows that a significant portion of domestic production industries suffered considerably after the establishment of anti-dumping tariffs, although there were slight variations.Therefore, there is a great need to thoroughly prepare for the consequences of the increasingly strict trade remedies being implemented by partner trade countries. In light of this, it is imperative that more research should be conducted on a comprehensive review and systematic modification of domestic trade remedies to expand and facilitate trade with the US, the EU, and other first world markets. From this perspective, the following would be of considerable help to related departments and officials: examinations of the current operation and effects of the US and EU's trade remedy system, examples of how these trade remedies have been used against Korea, problem areas by ascertaining areas that need improvement, and policy suggestions would be of considerable help to related departments and officials. Additionally, as FTAs with first world markets and the subsequent opening of the domestic market would exert a considerable ripple effect on the domestic economy, the review and policy suggestions included in this article provide an important reference for advancing the trade remedy system.
