Book excerpt: Much work on crime has focused on the effect of criminal sanctions on crime, ignoring (except as a control variable) the effect of labor market conditions on crime. This study reviews studies of time series, cross area, and individual evidence pertaining to the effect of unemployment and other labor market variables on crime and compares the "strength" of the labor market-crime and the sanctions-crime relations. It concludes that there is a labor market-crime link but that this link is not well estimated by existing studies and is weaker than the sanctions-crime link. The rise in crime in recent years does not appear to be greatly due to the performance of the labor market.

Book excerpt: In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

Available in PDF, EPUB and Kindle. Book excerpt: Few empirical studies of the economics of crime have doubted the deterrent effects of the legal sanctions on crime. Those studies, however, have not established a definitive understanding of the effects of labor market conditions on crime. In this paper, we examine the impact of labor market conditions, represented by either male civilian unemployment or labor force participation rates, on seven major categories of crime, using the quarterly crime-rate data for the United States. Based on an analysis of the reported crime rates for murder, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft during the period from the first quarter of 1970 through the fourth quarter of 1983, we reject the null hypothesis that labor market conditions have no effects on the crime rate. Rather, we find that the male civilian unemployment rates, especially the rate for those twenty-five years old and over, are strongly and positively associated with most of the crime rates studied. The male civilian labor force participation rates are also found to be related to the crime rates considered here. Youth labor force participation rates for both whites and non-whites, sixteen to nineteen years old, are more strongly associated with the examined crime rates than are the labor force participation rates for males, twenty years old and over

Criminologists have found that individuals who are marginalized from the labor market are more likely to commit crimes, and communities with more members who are marginal to the labor market have higher rates of crime. The diversity of such Labor Market Intermediaries (LMIs) encompasses criminal records providers, public employment offices, labor unions, temporary help agencies, and centralized medical residency matches. Studies of Labor Market Intermediation analyzes how these third-party actors intercede where workers and firms meet, thereby aiding, impeding, and, in some cases, exploiting the matching process. By building a conceptual foundation for analyzing the roles that these understudied economic actors serve in the labor market, this volume develops both a qualitative and quantitative sense of their significance to market operation and worker welfare. Book excerpt: Greater labor market opportunities result in lower crime rates, a clear link that is often ignored in policy debates on crime reduction. This study examines the labor market characteristics of the offender/ex-offender population and the labor market conditions these potential workers face. It identifies ex-offenders as a distinctly disadvantaged subset of the low-wage workforce : they have little education, weak job histories, and weak labor market attachment, plus the additional penalty of a criminal record. Even at a time when the overall economy is growing, workers in this sector face higher levels of un- and underemployment. This monograph argues fuller employment for ex-inmates will need innovative labor market solutions, including increases in the minimum wage, more education and training, and the expansion of work supports such as the Earned Income Tax Credit.

Book excerpt: This paper presents evidence on the relation among incarceration, crime, and the economic incentives to crime, ranging from unemployment to income inequality. It makes three points: 1) The U.S. has incarcerated an extraordinarily high proportion of men of working age overall, and among blacks. In 1993 the number incarcerated was 1.9 percent of the male work force; among blacks, the number incarcerated was 8.8 percent of the work force. 2) The rising trend in incarceration should have reduced the rate of crime, through the incapacitation of criminals and through the deterrent effect of potential arrest and imprisonment. But administrative records show no such drop in crime and the victims survey shows a fall far below what could be expected on the basis of incapacitation by itself. 3) The implication is that there was an increased propensity to commit crime among the non-institutional population. The paper focuses attention on the possibility that the continued high rate of crime in the U.S., despite massive imprisonment of criminals may be one of the costs of the rising inequality in the country, and in particular of the falling real earnings of the less educated. While we lack a 'smoking gun' for such a relation, the preponderance of evidence suggests that economic incentives have played a role in the increased propensity to commit crime.
