With that in mind, this study concentrates on answering a fundamental question: Do advanced airframe materials cost more to maintain than aluminum, which has historically been the most common material used in airframe structures? Although considerable effort has been devoted to understanding the acquisition costs of advanced materials, very little is known about their operating and support (O & S) costs after an aircraft is fielded and fully operational. In an effort to gain a better understanding of advanced-material O & S costs, we produced a methodology for forecasting those costs, which we present in this documented briefing.

RAND has a long history of producing cost-estimating methodologies. Two of its more recent studies are Hess and Romanoff (1987) and Resetar, Rogers, and Hess (1991). This report both updates and extends these earlier studies, focusing on the effects of material mix, manufacturing technique, and part geometric complexity on cost. We collected two types of information on these effects. First, we surveyed the military airframe industry for estimates of how aircraft production costs vary with airframe structure material mix. Second, we analyzed a large set of actual part data from recent aircraft manufacturing efforts that we collected from industry. We also estimated a set of airframe relationships (CERs) for labor hours based on MACDAR, a historical airframe database. We then integrated the effects of material mix into these estimates.

Book excerpt: In recent years, a number of attempts have been made to estimate the cost of future weapon systems toward the goal of optimizing acquisition policy. This report focuses specifically on the effects of material mix, manufacturing techniques, and geometric part complexity on the cost of military airframes. It begins by offering background information on those materials that are most critical to airframe manufacture and on the relative advantages of both traditional and evolving part fabrication techniques. It then proceeds to a quantitative analysis of the cost implications of various materials and manufacturing techniques on airframe production, drawing both from an industry survey and from analysis of industry data. The data thus derived are then integrated with those of a comprehensive historical database. The report concludes that composites, while offering a number of advantages over metals in airframe manufacture, are generally associated with higher costs across a range of categories. At the same time, it concludes that while new manufacturing technologies hold the potential to diminish airframe manufacturing costs, the increased airframe complexity of future fighter aircraft may well offset this advantage. The report recommends that cost analysts remain abreast of changes in industry practice so that they may more accurately gauge the potential effects of such changes on future airframe costs.

Book excerpt: This report identifies, describes, and quantifies the cost effects of structural materials that are likely to be incorporated into aircraft becoming operational in the 1990s (aluminum, aluminum-lithium, steel, titanium, graphite/epoxy, graphite/bismaleimide, and graphite/thermoplastic). The authors present a primer for advanced aircraft structural materials emphasizing polymer matrix composites. They then present both cost data and a cost estimating methodology sensitive to material mix. For each material type, they present separate cost factors for two time frames (the late 1980s and the mid-1990s) and for the following cost elements: nonrecurring engineering, nonrecurring tooling, recurring engineering, recurring tooling, manufacturing labor, manufacturing material, and quality assurance. Although composites offer advantages, including reduced weight, reduced number of fasteners, increased corrosion resistance, reduced radar cross-section, and the potential for extended life, the cost data show that composite materials are more expensive than aluminum on a cost-per-pound basis.

A literature review was conducted to determine the availability of cost models which incorporate the effect of composites on cost. A number of models are available, but no individual model was found that is applicable for every situation. In order to provide a baseline upon which analysts can compare model results as well as provide guidance in selecting cost drivers, a Delphi survey was conducted. Questionnaire results indicate that composite weight (as a percentage of total weight), composite part complexity, percentage of composites in load-bearing role, composite part size, fabrication technique, and percentage of composites in a low observable role are all potentially significant cost drivers. Delphi results also indicate that engineering and quality assurance labor hours are quite sensitive to composite weight, while manufacturing and tooling hours are more sensitive to composite part complexity. Finally, the Delphi results indicate that, although there are some differences in composite labor hour impacts across aircraft type, there are no discernable patterns to the differences.

In Rational Accidents, John Downer outlines a new perspective on technological failure, arguing that undetectable errors can lurk in even the most rigorous and “rational” assessments of these systems due to the inherent limits of engineering tests and models. Downer finds that it should be impossible, from an epistemological viewpoint, to achieve the near-perfect reliability that we require of our most safety-critical technologies. There is, however, one such technology that demonstrably appears to achieve these “impossible” reliabilities: jetliners. Downer looks closely at civil aviation and how it has reckoned with the problem of failure. He finds that the way we conceive of jetliner reliability hides the real practices by which it is achieved. And he shows us why those practices are much less transferrable across technological domains than we are led to believe. Fully understanding why jetliners don't crash, he concludes, should lead us to doubt the safety of other “ultra-reliable” technologies. A unique and sobering exploration of technological reliability from an STS perspective, Rational Accidents is essential reading for understanding why our most safety-critical technologies are even more dangerous than we believe.
