Book excerpt: ABSTRACT: The researcher conducted an extensive quantitative case study analysis using archival test and survey data to answer the research questions: (1) "To what extent are achievement scores similar for students in a school-wide discipline program and their peers in an undefined discipline program?" (2) "To what extent are teacher, parent, and student attitudes similar for students in a school-wide discipline program and their peers in an undefined discipline program?" and (3) "To what extent other factors may impact student behavior?" The independent variable in the study was the school-wide discipline, the dependent variables were students' academic growth in reading, mathematics, and writing as measured by the North Carolina End-of-Grade Tests and Writing Tests for 1993-94 and 1997-98 school years. In addition, teacher, parent, and student survey data as measured by the Charlotte-Mecklenburg School System (1993-94 and 1997-98) were also dependent variables. The research's findings indicated the academic performance of the students at the target school improved during the four years of the study. And that teacher, parent, and student attitudes about the target school being a safe and secure place were positive.

Over the years, the culture of discipline has changed dramatically. Transitioning from an abusive form of corporal punishment to a no-nonsense response, Zero Tolerance policies were adopted. As time went on, the reactive approach to discipline was implemented too harshly, and a proactive approach was chosen. In order to create quality learning environments and to promote student safety, many schools have placed a major emphasis on effectively managing and minimizing student discipline problems. In an effort to promote appropriate behaviors and reduce reactive discipline consequences, many schools have implemented programs such as School-wide Positive Behavior Supports (SWPBS) that are based on a restorative justice philosophy. The purpose of this study was to determine if a school-wide discipline plan based on restorative justice reduced suspensions over a 4-year period. A paired sample t-test was used to determine if there was a significant difference in suspension rates of 33 elementary students, between the academic year prior to implementation and the first, second, and third year of implementation. Through statistical analyzes, this researcher found that the first and third academic year of implementation showed higher suspension rates than the year prior to implementation. The second academic year of implementation showed similar suspension rates than the year prior to implementation. The results revealed the ineffectiveness of the school-wide discipline plan at the school selected for this study.

Book excerpt: ABSTRACT: There is a large body of literature that emphasize a safe and orderly environment as a building block for a successful school. The power of disciplinary systems and interventions put into action has positively impacted instruction and decreased the amount of overall disciplinary referrals and infractions students have received within a school. This study reports the effects of a School-Wide Positive Behavior Support system (SWPBS) on (a) the overall discipline and (b) student academic growth of 32 middle schools within ten, Tennessee school systems. The researcher collected disciplinary data and student achievement data before conducting independent t-tests and Pearson's correlations. Data indicated that a SWPBS did not have statistically significant effect on the overall amount of discipline or on academic growth. Leadership styles, approaches, and philosophies were explored as contributing factors when striving to lower the number of discipline referrals and increase academic achievement. The results suggest that though a SWPBS might impact the number of discipline infractions and/or increase academic growth, it may not be the most significant factor.

Book excerpt: Research and annual school reports nationwide show that student discipline and behavior management continues to be problematic. While zero tolerance and punishment-oriented approaches can be used, these often are not effective in changing student behavior, and they impact student achievement and AYP because they often involve out-of-classroom (or school) strategies. Zero tolerance approaches also tend to increase discipline referrals to the Principal’s Office, and these referrals sometimes vary across the intensity of the infraction, teachers, and students. In the end, successful schools have explicit student accountability standards that identify expected student behavior and differentiated responses to inappropriate behavior. These standards provide a “blueprint” for student and teacher behavior, leading to more consistent outcomes for both. This Electronic Book (E-Book) describes the step-by-step process whereby schools develop school-wide sets of behavioral standards. Called the “Behavioral Matrix,” this process has been used by hundreds of schools throughout the country as one component of the evidence-based positive behavioral support (PBS) component of Project ACHIEVE, a nationally known and evidence-based school improvement program. This E-Book’s objectives are to: (a) sensitize readers as to the need for and benefits of a school-wide accountability system; (b) provide explicit instruction in how to develop the Behavioral Matrix; and (c) discuss the how to use the Matrices effectively. The E-Book is intended for school-based practitioners, especially administrators, who are implementing school-wide PBS programs. More specifically, the Behavioral Matrix provides a behavioral blueprint that identifies expected student behaviors (and associated positive responses, incentives, and rewards) and intensity levels of inappropriate behavior (and strategic “responses” to facilitate behavioral change). Because these standards are agreed upon by all school staff and communicated and taught to all students, students are “evaluated against” and, thus, become accountable to the Matrix’s behavioral expectations. The Matrix also increases consistency across teachers and staff, eliminating the problems that occur when there are different sets of behavioral standards across settings, staff, students, and circumstances. Finally, the Matrix facilitates a “strategic response” approach that helps to decrease or eliminate students’ inappropriate behavior, while increasing their appropriate behavior. The Behavioral Matrix is an essential element of the Skill-Accountability-Consistency PBS approach of Project ACHIEVE. Exclusionary practices (e.g., in- or out-of-school suspension, strict rules, or punishment [Skiba & Peterson, 2000]), also known as traditional school discipline practices (TSDP) (Scheuermann & Hall, 2011) have become common behavioral practices across the American public education landscape (U.S. Department of Education, 2016). These practices remove students from instruction, often resulting in detrimental impacts to student performance (Edward & Brea, 2016), and have neither positive effects on student behavior (Ogulmus & Vuran, 2016) nor positive longevity effects (Costenbader & Markson, 1998).In support of federal legislation aimed at retention of students in the school environment (U.S. Department of Justice, 2011), Positive Behavior Interventions and Support (PBIS) (used interchangeably with School Wide Positive Behavior Interventions and Support [SWPBIS]), focuses on improving the school climate. The PBIS-tiered behavior system in Tennessee, Response to Instruction and Intervention for Behavior (RTI2-B), was created to increase prosocial behaviors and decrease problem behaviors. Although PBIS has been well studied throughout the literature, there has been a paucity of formal research conducted on this tiered behavior system.The purpose of this quantitative study was to determine if the RTI2-B program created statistically significant differences in attendance and suspension rates of students by grade and race at three rural Tennessee elementary schools, using archived student data from a small rural school district in western Tennessee. A paired samples t test was conducted to compare suspension rates before and after program implementation, and another paired samples t test was used to analyze school-wide attendance patterns before and after program implementation. Bivariate analysis was used to examine post-intervention suspension differences by race. The relationships between pre- and post-intervention attendance data by year, pre- and post-suspension data by grade across years, and post-intervention differences in race were also analyzed..

Traditionally, educators have dealt with problem behaviors in the classroom by using reactive disciplinary methods and relying on the conduct code. The purpose of this study was to examine the effectiveness of a School Wide Positive Behavior System (SWPBS) on office referrals and detentions. The study examined data from two consecutive school years, 2010-2011 and 2011-2012. It followed third grade students in 2010-2011 without a SWPBS system and the same students when they were in fourth grade in 2011-2012 with a SWPBS system in place for a full academic year. The purpose of this study was to determine if there would be a statistically significant decrease in the number of office referrals and detentions after the implementation of a SWPBS system. The hypotheses stated there would not be a significant difference in the number of referrals and the number of detentions. Book excerpt: Public schools are faced with the ever-increasing pressure of maintaining a safe learning environment while continuously improving student performance. Also, there has been a growing concern among administrators and teachers for implementing an effective discipline plan that will keep students in class and engaged in learning as much as possible. In response, school-wide Positive Behavior Support (PBS) models are growing in popularity to address both of these issues. An effective school-wide Positive Behavior Support model, if implemented correctly, involves an entire school population (students, faculty and school administration). This study focused on the effects of PBS implementation on office discipline referrals and TAKS mathematics and Reading scores comparing two similar suburban intermediate schools; one that implemented a school-wide PBS program and a non-PBS school during a three year period. The quantitative results of this study revealed significant differences were found during specific years of the study for in-school suspensions, out-of-school suspensions, and student TAKS mathematics scores; however, no significant differences were found for DAEP placements and student TAKS Reading scores for all three years of the study respectively. Results from the qualitative inquiry revealed that the experimental school improved TAKS performance each year, experienced a decline in office discipline referrals, developed a strong sense of staff and student loyalty about their school, had minimal teacher turnover, conducted staff trainings with fidelity, and established very clear school-wide expectations among students and staff. Results from the control school revealed no difference in the number of office discipline referrals, an increase in serious student disruptive behaviors, a decline on TAKS performance, inconsistencies in staff trainings, and an increase in teacher turnover. Therefore, it is hard to be certain if PBS implementation made a distinct impact on student achievement during the years of this study. It is recommended that future studies are conducted over longer periods of time to assess the effects of PBS implementation versus the absence of PBS implementation at various school levels and settings.
