These students were once participants of the I Have a Dream (IHAD) program of Boulder County, Colorado, a long-term dropout prevention program that serves economically disadvantaged children in Boulder County. During an internship with IHAD, I began to wonder what the impact of a long-term dropout prevention program is on a student0́9s collegiate experience since IHAD0́9s services technically end after students have successfully completed high school. I used narrative inquiry to delve into the lives of these students in order to understand their lived experiences during their participation in the IHAD program and thereafter. This paper provides the intriguing perspectives of four people who are attending college, against all odds, and more importantly, it tells their story using their own words.

Book excerpt: This paper reviews research related to effective secondary school programs aimed at dropout prevention and increasing college enrollment rates for at-risk Latino youth. The review identifies programs that have demonstrated a significant impact on dropout rates, college attendance, school performance, or related outcomes in rigorous evaluations; that are replicable across a broad range of secondary schools; and that have been successfully evaluated among or at least frequently applied to schools serving Latino students. Two dropout prevention programs and four college attendance programs were identified as meeting the criteria: the Coca-Cola Valued Youth Program, the Achievement for Latinos through Academic Success (alas) program, Upward Bound, score, Project Advancement Via Individual Determination (avid), and Project grad. Also included are brief analyses of nine college attendance/dropout prevention programs in California that did not meet the criteria of the review, but that are used on a fairly broad scale with Latino students. While successful program interventions vary considerably, common program themes include creating meaningful relationships between students and teachers and among students, connecting students to an attainable future, giving students help with specific courses as well as more generic study strategies, recognizing students for academic efforts, and providing activities to increase parental involvement. Book excerpt: A recent study of ninth- and tenth-grade dropouts in North Carolina shows that Hispanic adolescents have the highest early dropout rate among the state's largest ethnic groups. This relationship persists when boys and girls are analyzed separately: Hispanic boys are more likely to drop out early than other boys are, and Hispanic girls are more likely to drop out than other girls. Both Hispanic boys and girls are more likely than their ethnic counterparts to drop out because they move or because they are tending to family (marriage, pregnancy, or leaving to care for other children). Regardless of a student's ethnicity or gender, dropping out of school is likely to have negative consequences for individuals throughout their lives. On average, high school dropouts are less likely to be employed than other adults. High school dropouts tend to have poorer mental and physical health, a greater likelihood of committing criminal acts, and a higher likelihood of becoming dependent on welfare and other government programs than people with higher educational attainment. All of these consequences translate into high social costs in the form of costs for incarceration, income-transfer programs, and foregone tax income. Every year, states spend significant resources on dropout-prevention programs. As Hispanics have a high dropout rate and a unique dropout profile, current programs may not benefit them as much as they benefit other students. The report urges further analysis of the reasons behind the dropout rate of this relatively new group of North Carolinians in order to craft effective dropout-prevention programs for them. Many of these students complete graduation requirements later giving the United States a 93% high school completion rate (U.S. Department of Education, National Center for Education Statistics, 2014). While there are many factors that may cause a student to not complete high school, retention can play a significant role. While there are positive effects to retaining a student, grade retention increases the risk of dropping out by 30 - 50 percent (Shane R. Jimerson, Anderson, & Whipple, 2002). Students that are retained in two grades are 90 percent more likely to drop out (Mann, 1987). Across the United States, there are interventions and programs designed to reduce the dropout rate by providing previously retained students the opportunity to complete two years of course material in one year in an effort to catch students up to their original graduating class. The purpose of this study was to examine the academic success of one of these grade recovery programs over time. Archival data on students who participated in Course Acceleration Remediation and Enrichment (C.A.R.E.) Academy were collected from Gizmo Independent School District (GISD) (pseudonym). Math and reading state assessment scores and end of the year math and language arts course grades for seventh and ninth grade were examined along with graduation completion rates of students who were successful in the program (n = 579). High school completion data were analyzed for the two cohorts who have matriculated past grade twelve. The study revealed C.A.R.E. Academy students had a lower passing percentage on seventh and ninth grade math state assessment exams and the ninth grade reading state assessment exam; however, had a higher passing percentage on the seventh grade reading state assessment exam and all examined courses (seventh grade math and language arts and ninth grade Algebra I and English I) when compared to the district at-risk population. Overall, C.A.R.E. Academy students that continued their education in GISD completed high school with a 97% graduation rate. The results of this study should encourage school leaders to not only understand the impact retention can have on the dropout rate and student progress but also what interventions are successful in supporting retained students.

The Committee on Educational Excellence and Testing Equity (CEETE) was formed to monitor the effects of education reform, particularly testing, on students at risk for academic failure because of poverty, lack of proficiency in English, disability, or membership in population subgroups that have been educationally disadvantaged. The committee recognizes the important potential benefits of standards-based reforms and of test results in revealing the impact of reform efforts on these students. The committee also recognizes the valuable role graduation tests can potentially play in making requirements concrete, in increasing the value of a diploma, and in motivating students and educators alike to work to higher standards. At the same time, educational testing is a complicated endeavor, that reality can fall far short of the model, and that testing cannot by itself provide the desired benefits. If testing is improperly used, it can have negative effects, such as encouraging school leaving, that can hit disadvantaged students hardest. The committee was concerned that the recent proliferation of high school exit examinations could have the unintended effect of increasing dropout rates among students whose rates are already far higher than the average, and has taken a close look at what is known about influences on dropout behavior and at the available data on dropouts and school completion.
