It explores the history and purpose of character education, the impact that character education has had on school violence, programmatic attempts at character education, and the strengths and weaknesses associated with character education programs. The researcher also identifies developmental targets and explains the role of the school counselor in implementing character education. The researcher sought out to determine the core values that were being incorporated and the teachers' perceptions of the character education program at the middle and high school level. This project took place at a rural public school in Livingston County, located approximately 20 miles southwest of Rochester, NY. The individuals who were selected to participate were employed as full-time teachers in the middle and high school. Teachers were asked to provide their perceptions of the character education program in regards to planning and implementation. Overall, teachers indicated that they were supportive of the program and were successfully able to teach, demonstrate, and model the behaviors that they expected their students to exhibit. Teachers identified several core values that were being incorporated into their classroom curricula, but integrity, responsibility, and respect were identified as being the most significant.

I examined how school stakeholders viewed this topic, what they know about it, why they support or disapprove of character education, and possible steps schools could take to implement their own initiatives successfully, both in the middle school setting and others as well.

The purpose of this study was to explore the need, implementation, and the effect of a grass-roots character education program in public elementary schools. To narrow the field of 31 elementary schools in the district, the elementary school principals and one staff member at each of those sites were surveyed. Three schools were selected after the survey. Fifteen participants were interviewed using a semi-structured guide. Each of the staff members was interviewed three times. The parents and students were interviewed twice. Responses were audio recorded and later transcribed. Common themes emerged from the interviews. The themes that emerged in this study were shared leadership, action, principal implementation, teacher implementation, caring adults, and parent and community implementation. The final theme, assessment, emerged as questions related to the outcome or effect of character education was posed to participants. The participant responses indicated that a character education program is in place at each of the schools. Each school implemented and assessed the character education program differently. It is reasonable to conclude that public schools need character education programs because schools are charged to produce good citizens that are able to function in society. Many in our society are not prepared to become good citizens in any location other than the public school. The steps necessary to implement a character education program vary but all of the participant school programs implemented strategies that are consistent with the frameworks identified in the study. Finding ways for the parents and students, as well as the staff members, to assess the effect of the character education program at their site is a challenge that remains.

Book excerpt: "An outcome study of a character education program (CEP) was conducted in a high school setting, in order to illustrate efficacy of high school character development initiatives. This study measured character education performance outcomes by comparing the survey results and record reviews of high school students before and after the implementation of a CEP. Over 300 students in grades 9-12 completed the pre-survey, and over 300 participants completed the follow-up character education profile. Follow-up participants have taken part in a CEP for two years, prior to completion of the School as a Caring Community Profile. Performance outcomes were measured based on three factors. These three factors included teachers show respect to parents and students (factor 1), students helping students (factor 2), and students respecting students (factor 3). No mean differences in school climate factors from 2002 to 2004 were noted; however, a slight change in anticipated mean direction for students helping students (factor 2) was indicated. A correlation analysis between character education factors and school performance resulted in significantly positive results correlating the CEP to increases in all measured academic areas. In addition, factor 1 - 'Teachers showing respect to parents and students' was negatively correlated with school absenteeism. A multiple regression analysis of three predictor variables serving as predictors accounted for 13% of the total variance. These factors were discipline, factor 1 - 'Teachers show respect to parents and students, ' and absentees. Further research limitations and indications are also discussed"--Abstract.
