Book excerpt: This report examines replacement costs and their associated methodologies for Alberta and Saskatchewan oil and gas. Replacement cost is being used to refer to the two different perspectives of the relationship between expenditures on exploration and development activity in the petroleum industry and the reserve additions they generate. The short-term perspective determines the per unit costs of obtaining reserves additions and is thus relevant for issues as cash flow decisions. The long-term perspective provides an estimate of the per unit costs incurred during the exploration and development stages of the energy cycle and is relevant for long-term investment decisions. This study provides a separate analysis for each of these perspectives, an explanation of the differences between them, and a discussion of the limitations of the analyses.

Book excerpt: Within the context of Canada's future energy demand and declining conventional crude oil production, this report examines recent advances in coal liquids technology and assesses the potential role of coal-derived synthetic fuels in the evolving energy technology mix. The model used in this study allocates, on an optimal basis, all the relevant Canadian energy resources - conventional and frontier crude oil, natural gas, bitumen, and coal - among the potentially available technologies and also over time. The supply cost analysis, production and on-stream development scenarios presented for upgraders, mined oil sands plants and coal liquids facilities are based on a complete re-assessment of the potential costs of all of the major energy supply options, measured against a re-evaluation of the Institute's CREED model and a linear programming model developed by the Alberta Research Council. A detailed evaluation, undertaken by the MITRE Corp. in the U.S., of recent advances in direct coal liquefaction together with a study published by the Electric Power Research Institute on coal/oil co-processing, formed the basis of the state-of-the-art coal liquids technology.

Book excerpt: The recent volatility of crude oil prices has raised concerns over the volume of oil which can be expected to be discovered in the various supply regions in Canada. This study focuses on the likely implication of crude oil volatility on future oil supply from Saskatchewan. The study constructed a model to help analyze the effects of price changes on established reserves, and also reserve additions from both new discoveries and extensions of older pools. The model uses the provincial well data base and research on the royalty rates, taxes, and operation costs in Saskatchewan to analyze the effects of price changes on established reserves, defined as short-run supply, over a 19-year period. The long-run analysis includes both current established reserves and reserves which are likely to be discovered in the future.
