Book excerpt: Excerpt from The Effect of the War on European Neutrals The effects of the war in general upon the European countries which remained neutral were diverse, depending upon factors peculiar to each nation. The interchange of goods between nations plays so important a role in economic life that any serious disturbance of the normal course of world trade entails losses for all the trading countries. How a nation shares in these losses depends on such factors as its location with reference to other nations, the nature and extent of the restrictions upon its trade, changes in relative demand for commodities in other countries, and the country's own degree of self-sufficiency as regards the sources of the goods it consumes. Other losses may be due to extraordinary expenses on account of the mobilization of military forces in order to preserve a state of neutrality. It is possible, then, for a nation not taking part in a war to bear not only relatively but actually heavier economic losses than are borne by belligerent nations comparable in population and industrial strength. One can, therefore, no more attribute identical effects of a war indiscriminately to all neutrals than to all belligerents. One neutral may be an important source of supplies needed by the warring peoples, while another may have almost no exportable goods which the belligerent nations require. The less fortunate nation may be even more unfavorably placed as regards commodities, for besides producing principally those goods which the belligerents least want, it may normally require imports of fuel, foodstuffs, and other materials which are eagerly sought by the groups at war. Neutrals may experience also all the embarrassments growing out of currency disorders and price fluctuations to which belligerents are subjected. On the other hand, a neutral nation may have its losses on account of a war completely offset or more than equaled by the gains attributable to the war. In the sale of supplies at unusually high profits, and in the development of the capital equipment of the country for producing the exported goods, the nation increases its wealth. Moreover, the inability of belligerents to continue during the war to place upon the neutrals markets the same volume of goods as before may operate for the neutral country exactly like an effective tariff designed to protect industries in their early stages of development, industries which are really appropriate for the country. While serving all belligerents legitimately and without partiality, a neutral nation may, therefore, have its industrial growth materially hastened during the war, so much so that its losses are trivial in comparison. With these considerations in mind we shall note some of the outstanding developments which have taken place in some of the European countries that took no direct part in the war. In deed, we are in danger of being engulfed by the multitude of books concerning its causes with which the world is flooded, many of which, it is believed, unlike the ark, will not survive the deluge; but notwithstanding the many, there is one book of an authoritative na ture whose chapters are the Official statements laid before the world by each of the belligerent governments, and the present volume justi fies its appearance and its claim to usefulness because it is composed exclusively of the appeals which each of the nations at war has made to public opinion. It is true that these many-colored books and papers have been more than once brought together and published, but there appears to have been in each case a special reason or an interested motive for so doing. The present publication has no purpose other than to lay be fore the reader the statements which the nations have been pleased to make as to the reasons which drove them to war (because apparently none of them wanted the war and yet each of them was forced into it), without an attempt to analyze the reasons given by the govern ments of the warring countries; to separate them into pretext or cause; to question their sincerity or to apportion praise or blame. The documents speak for themselves and the reader is left to judge. Now, the value of these documents is greater than the truth which they may contain, for they are the reasons which each nation would have us regard as the justification of its action, and from this stand point they are a contribution to the psychology of nations. Responsi ble statesmen thought that the publication of the documents would vindicate the propriety of their actions; otherwise the ministers of foreign affairs of the countries at war would not have issued them, and they thus furnish unimpeachable evidence of the processes of thought Obtaining in the chancellories of Europe. The documents are further valuable as evidences of the fact that the actions of the nations at war required justification, and for the additional and even more im portant fact that they are addressed not merely to their citizens or subjects at home, but primarily to the Opinion of neutral countries. Book excerpt: Excerpt from The Causes and Consequences of the War This book is devoted to an attempt to deduce from the political and economic causes of the present war the principles governing the conditions which alone can assure a lasting peace. Errors of diplomacy arc fraught with more disastrous consequences than errors on the battlefield. For example, the blunder of Talleyrand and Lord Castlereagh in 1815 in forcing the Rhine Province and Westphalia on Prussia when she coveted Saxony (Russia being fully in sympathy with her), was unquestionably the first step towards the wars of 1866 and 1870. Again, we must look for the real origin of the Balkan Wars of 1912-13 and the present world-conflict in that coalition of 1878 against Russia, into which Bismarck and Lord Beaconsfield dragged France, and which substituted the Treaty of Berlin for the Treaty of San Stefano. A public opinion educated enough to appreciate the problems to be solved can alone guarantee us against a repetition of the errors of esoteric diplomacy. It is the duty of the Allies to make better preparations for peace than they did for war. The Germans seem to be making a point of arousing and deserving the bitterest hatred. Now hatred is a force in actual warfare which is not without its value, for it can only be satisfied by that decisive victory failing which peace can be but a temporary and uneasy truce. But neither individuals nor peoples can live on hate. It is no substitute for food and only ends by devouring him who cherishes it. That way lies destruction.
