Book excerpt: This paper considers whether state Medicaid abortion funding restrictions affect the likelihood of getting pregnant, having an abortion, and bearing a child. Aggregate, state-level data and microdata from the National Longitudinal Survey of Youth (NLSY) are applied in the empirical work. Changes in laws resulting from Supreme Court decisions create a natural experiment which is utilized to examine fertility behavior. Multivariate models controlling for state and, in the NLSY, personal characteristics are also estimated using alternative fixed effect specifications. We find that Medicaid funding restrictions are associated with a reduction in both the number of abortions and pregnancies, resulting in either no change or a reduction in births.

Book excerpt: Previous research suggests that restricting the availability of abortion reduces average birth weight by increasing the number of unhealthy fetuses that are carried to term. In this paper we use data from the National Longitudinal Survey of Youth to ask whether restrictions on Medicaid funding of abortion have this effect. We attempt to account for the potential endogeneity of abortion laws by comparing the effects of liberal statutes to those of court injunctions ordering states to fund abortion. Our results suggest that restrictions do increase the probability that African-American and low income women carry a pregnancy to term, but that they have no direct effect on birth weight. In contrast, community-level measures of the availability of abortion, contraception, and prenatal care do affect birth weight among African-Americans but not among whites.

The appropriations for that fund have proven inadequate during five of the years in which it has been in operation, with the result in each case that no state funding was available for several months. This on-again, off-again funding pattern provides a natural experiment for" estimating the short-run effect of changes in the cost of abortions on the number of abortions (and births) to indigent women. We utilize a unique dataset obtained from the State, which includes individual records for all pregnancies terminated in the State since 1978. We estimate the effects of funding termination on the abortion rate per month, the birth rate per month (adjusted to take account of variations in gestation periods), and the probability that a pregnancy will end in abortion, for various demographic groups. The results suggest that the decisions of poor black women aged 18-29 are particularly sensitive to the availability of abortion funding. Overall, approximately 3 in every 10 pregnancies that would have resulted in an abortion, had state funds been available, are instead carried to term

In this innovative book, economist Phillip Levine uses economic analysis to consider this question, comparing abortion to a form of insurance. Like insurance, he contends, abortion provides protection from downside risk. A pregnant woman who would otherwise give birth to an unwanted child has the option to abort. On the other hand, the availability of this option may increase the likelihood of a pregnancy in the first place. In a very restrictive abortion environment, few women would choose to have an abortion; legalizing abortion would reduce unwanted births. But if abortion becomes readily available, it may cause individuals to increase their sexual activity and/or reduce their use of contraception, Levine contends. Women will become pregnant more frequently, but will abort those pregnancies. Therefore, these abortions will not reduce unwanted births. Levine's analysis suggests that the manner in which individuals change their behavior depends on the extent to which abortion is accessible. He supports these assertions using data from both the United States and Eastern Europe, comparing areas that have restricted access to abortion services with those that have liberalized access. Using sound economic analysis, Sex and Consequences goes beyond the ideological arguments that frequently dominate the abortion debate, lending a new perspective to this controversial subject.
