First, we disentangle the effects of two kinds of aid: developmental and non-developmental. Second, our specifications allow for the effect of aid on economic growth to occur over long time-lags. Our results indicate that developmental aid promotes long-run growth. The effect is significant, large and robust to different specifications and estimation techniques.

Was the Latin American debt crisis precipitated by the loan practices of international commercial banks? Should aid to Africa be shifted from investment in rural desert areas to investment in urban planning and infrastructure? Also examined are such concerns as the outside management of agricultural research; the U.S. focus on purchasing political allegiance with its aid programs, thus creating dependent nations; the threat to East Asian economic growth posed by the micro-electronics revolution; and the growing conflict between western aid and trade objectives. The authors' purpose is not to provide definitive prescriptions for future development programs, but rather to focus the attention of policymakers on important, but often neglected, issues.

Book excerpt: Many developing countries find themselves in seemingly intractable internal conflicts, hindering them from moving on into a more stable, secure and wealthy environment. It seems that underdevelopment and conflict go hand in hand. Underdevelopment most often implies large streams of development aid channeled into countries at war. The work evaluates to what extent an increase in development aid affects conflict ripeness. The research shows that the effect is ambivalent: it depends on the conditions of provision whether it is positive or negative. In general, an ‘increase in development aid’ decreases the intensity of one of the ingredients to conflict ripeness: the mutually hurting stalemate. However, if embedded into a smart strategy, an ‘increase in development aid’ enhances the second ingredient to conflict ripeness: the sense of a way out. By that it counterbalances the negative effect and thus fosters the phase of ripeness, creating an ideal starting position for a subsequent peace process.

Book excerpt: June 1998 Aid spurs growth and poverty reduction only in a good policy environment so it should be targeted to countries that have improved their economic policy. That aid tends to be allocated relatively indiscriminately is one factor that undermines its potential impact. Spurring growth in the developing world is one stated objective of foreign aid. Another, more commonly cited, objective is reducing poverty. Generally poverty reduction and growth go hand in hand, but could aid mitigate poverty without measurably affecting growth? Burnside and Dollar examine how foreign aid affects infant mortality-an important social indicator that provides indirect evidence that the benefits of development are reaching people everywhere. They conclude that in developing countries with weak economic management-evidenced by poor property rights, high levels of corruption, closed trade regimes, and macroeconomic instability-there is no relationship between aid and the change in infant mortality. In distorted environments, development projects promoted by donors tend to fail. And aid resources are typically fungible, so the aid does not in fact finance these projects. Aid finances the whole public sector at the margin, which is why the quality of management is the key to effective assistance. A government that cannot put effective development policies in place is unlikely to oversee the effective use of foreign aid. On the other hand, there is a relationship between aid and a change in infant mortality when the recipient country has relatively good management. When management is good, additional aid worth 1 percent of GDP has a powerful effect, reducing infant mortality by 0.9 percent. In other words, aid spurs growth and improvements in social indicators only in a good policy environment. These findings strengthen the case for targeting foreign aid to countries that have improved their economic policy. But after controlling for per capita income and population, there has been almost no relationship between countries' economic policies and the amount of aid they get. The relatively indiscriminate allocation of assistance is one factor undermining the potential impact of aid. This paper-a product of Macroeconomics and Growth, Development Research Group-is part of a larger effort in the group to examine aid effectiveness. We hypothesize the nonrobust results regarding the effects of aid on development in the previous literature to arise due to the effects of aid being insufficiently large to measurably affect aggregate outcomes. Using geocoded data for World Bank aid to a maximum of 2,221 first-level administrative regions (ADM1) and 54,167 second-level administrative regions (ADM2) in 130 countries over the 2000-2011 period, we test whether aid affects development, measured as nighttime light growth. Our preferred identification strategy exploits variation arising from interacting a variable that indicates whether or not a country has passed the threshold for receiving IDA's concessional aid with a recipient region's probability to receive aid, in a sample of 478 ADM1 regions and almost 8,400 ADM2 regions from 21 countries. Controlling for the levels of the interacted variables, the interaction provides a powerful and excludable instrument. Overall, we find significant correlations between aid and growth in ADM2 regions, but no causal effects.
