Book excerpt: "This paper derives a method to quantify the impact of biofuel on fuel markets, assuming that these markets are dominated by cartel of oil-rich countries, and that prices in these countries are set to maximize the sum of domestic consumer and producer surplus, leading to a wedge between domestic and international fuel prices. We model this behavior by applying the optimal export tax model (henceforth, the cartel-of-nations model) to the fuel markets. Using data from 2007 to calibrate the model, we show that the introduction of biofuels reduces global fossil fuel consumption and international fuel prices by about 1% and 2%, respectively. We identify large differences between the effects of introducing biofuels using the cartel-of-nations model, in contrast to the competitive or the standard cartel model (henceforth, the cartel-of-firms model). Given that the cartel-of-nations model correctly captures fuel markets, we illustrate that assessing the effect of introducing biofuels under a competitive fuel markets overestimates the reduction in fuel price, and underestimates the reduction of fossil fuel consumption, and therefore the reduction of greenhouse gas emissions. Similar conclusions are derived with respect to cartel-of-firms model. Finally, we illustrate that a 20% increase in fuel demand more than doubles the impact of biofuels on fuel markets."--Page 1.

This report examines how meeting the RFS-2 would affect various components of the U.S. economy. If biofuel production advances with cost-reducing technology, and petroleum prices continue to rise as projected, the RFS-2 could provide economywide benefits. Rapidly rising energy prices are expected to remain high for an extended period of time because of the increasing demand in prospering and populous countries such as China and India, the depletion of easily accessible supplies of crude oil, and concern over global climate change. As a result, there is renewed interest in biofuels as an alternative to fossil fuels. Africa is uniquely positioned to produce these new cash crops for both domestic use and export. The region has abundant land resources and preferential access to protected markets with higher-than-world-market prices. The rapid growth in the demand for transport fuels in Africa and high fuel prices create domestic markets for biofuels. The European Union and the United States have approved legislation that requires large increases in the consumption of biofuels over at least the next decade. Imports are expected to be needed to meet these mandates, thus opening the door to African and other developing countries that can produce biofuels or feedstocks for biofuels competitively. Expanding the production of crops for biofuels will affect the entire rural sector in Africa as resources are shifted away from traditional crops and the prices of all agricultural commodities rise. Even smallholders can participate in producing biofuel crops. To promote the sustainability and significant contribution of this enterprise, Biofuels in Africa provides guidance in formulating suitable policy regimes, which are based on protecting the rights of current land users, developing revenue-sharing schemes with local communities, safeguarding the environment and biodiversity, expanding institutional capacity, formulating new regulations and procedures, and emulating best practices from experienced countries. This volume will be of value to anyone interested in biofuels, including policy makers, development practitioners, private investors, researchers, and the general public. Book excerpt: The rapid growth of US ethanol production, driven by the Energy Policy Act of 2005, has raised questions about the linkages between energy and food prices. In this study, we explore the impact of the biofuel policy by testing the hypothesis that increased ethanol production has strengthened these linkages. To do this, we employ standard and partial wavelet transform models to analyze the data and contribute to the literature on the effects of this policy measure on fuel and food markets, specifically crude oil and corn. Moreover, to uncover the hidden relationship between these goods, we utilize partial wavelet coherence and control for a commodity price index, effectively eliminating the influences of the broader commodity markets. This approach enables us to focus on the specific pair relationship of interest. Our primary finding indicates significant correlations between crude oil and corn prices in the mid- and long-term frequencies, following the implementation of the Energy Policy Act of 2005. This highlights the impact of the policy measure on the connectivity between these two markets. By providing insights into the effects of biofuel policies on fuel and food market dynamics, this study contributes valuable insights to the existing literature.

In recent years, many questions have been raised regarding the sustainability of our current pattern of high consumption of nonrenewable energy and its environmental consequences. Further, because the United States imports about 55 percent of the nation's consumption of crude oil, there are additional concerns about the security of supply. Hence, efforts are being made to find alternatives to our current pathway, including greater energy efficiency and use of energy sources that could lower greenhouse gas (GHG) emissions such as nuclear and renewable sources, including solar, wind, geothermal, and biofuels. The United States has a long history with biofuels and the nation is on a course charted to achieve a substantial increase in biofuels. Renewable Fuel Standard evaluates the economic and environmental consequences of increasing biofuels production as a result of Renewable Fuels Standard, as amended by EISA (RFS2). The report describes biofuels produced in 2010 and those projected to be produced and consumed by 2022, reviews model projections and other estimates of the relative impact on the prices of land, and discusses the potential environmental harm and benefits of biofuels production and the barriers to achieving the RFS2 consumption mandate. Policy makers, investors, leaders in the transportation sector, and others with concerns for the environment, economy, and energy security can rely on the recommendations provided in this report.

This included the 20:20:20 Energy Strategy whose aim was to decrease the effects of climate change, in particular by lowering greenhouse gas (GHG) emissions by 2020. This 10-year action plan proposes measures to increase the current efficiency levels of energy use, and raises the share of renewable energies within the energy mix for all 27 EU Member States. As a result, the increased use of biofuels, particularly in the transport sector, will be an important part of a more complex framework. Although, biofuels represent only two per cent of total transport fuels used, political incentives, technology, and efficiency improvements could increase this by eight per cent in Europe by 2020. In line with the 20:20:20 Strategy, the Renewable Energy Directive (RED) was introduced to regulate the overall biofuel market, amongst others. Based on the RED’s definition of sustainability, different certification schemes emerged, aimed at creating a uniform biofuel standard within Europe. At present, the overall scale and scope of environmental and social impacts associated with the biofuel supply chain are not well defined, and this will be evaluated within this work. Furthermore, close ties between the biofuel supply chain, and other sectors, including food and crude oil industries lead to associations with issues such as deforestation, pollution and food supply shortages. Thus, this book will analyse whether RED actually supports such a low-carbon pathway or it mainly supports the local industry.
