Book excerpt: Excerpt from The Educational Significance of the Early Federal Land Ordinances In 1774 Washington tried to form a company to develop the connection between the Potomac and Ohio rivers.3 At that time, the city of Baltimore Opposed the plan because it was feared that it would divert the western trade from Baltimore. Before this plan took any definite Shape the war began and the scheme was abandoned for about ten years. With the surrender of claims to the western lands by the various states, especially the Virginia land cession of March I, 1784, interest in Opening an easy path for travel from tide-water to the Ohio country was re vived. Two of the terms of this cession are of special importance.4 One is the provision that these lands Should be laid out into states, which Should be admitted to the Union on equal terms With the original states. The other is the provision which reserved land for the soldiers who had conquered the Northwest. Undoubtedly, both of these provisions had their in uence in the subsequent legislation with reference to the political development of the West and in the solution of the problem of paying the soldiers of the Revolution. The fundamental problem at this time, however, was an eco nomic one, in so far as the relation of the western country to the Union was concerned. It was generally felt that before any plan of political organization of the West could be put into Operation it was necessary to bind the back-country to the sea-board by economic ties. Certainly the national leaders were aware of this necessity. In the same month that Virginia ceded her west ern lands to the Union Jefferson and Washington were in cor respondence concerning the development of a water connection by way of the Potomac and Ohio rivers. Chaney makes an earnest protest a: aiast a wroasf committed, which he terms a Perversion of History, ia robbing Nathaa Dane of the honor of the authorship of the Ordinance of 1787, and bestowing it upon another Dr. Manasseh Cutler. The purpose ot his paper wa to examine the process by which this literary depredation was committed, and to help restore to its owner the reputation of which he has been plundered. As I atn the person especially singled out as depredator, although the names of seven of the most eminent historians in the country are given as my associates in pilfering and the number might have been enlarged by many more names of similar quality the editor has requested me to lile a brief in reply. Mr. Chaney is not quite sure in assigning to me the credit (or discredit as he regards it) of originating what he calls the Poole theory, and Mr. Pooles thesis, which has beguiled many such wary historians as Charles Kendall Adams, John Fiske, George Bancroft, Herbert B.Adams, Senator Hoar, Edward Everett Hale, Burke A. Hinsdale and others; and he rather suspects that I took it from Rev. Joseph F.Tuttle, then President of Wabash College. The fact is, as the dates I shall later give show, that President Tuttle took his heresy from me, and that I am the culprit and original perverter of history; if such an atrocious act has been committed. Mr. Chaney has made a very superficial study of the subject; and while he writes of the Poole theory, in a tone almost of bitterness, he does not know what that theory is. Dotts’ The Political Education of Democratus: Negotiating Civic Virtue during the Early Republic, what was learned was neither standardized nor uniform. The Federalists, for example, viewed the revolution as a triumph for representative government, but one intended to maintain many remnants of the colonial experience. Anti-Federalists saw a confirmation of representative government at the state and local levels and considered the revolution as authenticating Montesquieu’s theories of republicanism. A third, more extreme interpretation of the revolution emerged from radical democrats who viewed the revolution as a fundamental break with mainstream thinking about republicanism. These radicals helped turn conventional understanding of representative government upside down, taking part in unconventional or extra-constitutional action during their negotiation of citizen virtue during the 1790s. Members of each of the societies took an active part in trying to fulfill their expectations for the new American experiment by contributing to the democratization of republicanism. The Political Education of Democratus illuminates the emergence of democratic thought from Aristotle and Machiavelli to more contemporary influences from the British Commonwealth tradition. Dotts examines how the radical ideas of Algernon Sidney, James Harrington, John Milton, Joseph Priestley, and Thomas Paine develop a rich tapestry among the democratic society’s correspondence, constitutions, resolutions, and early media. Individual members of the Democratic-Republican Societies, including Philip Freneau, Robert Coram, Benjamin Bache, George Logan, and others energized these radical interpretations of civic republican thought and plunged headlong into party politics, educating early Americans about the practical potentialities of democratic action.
