Book excerpt: Children and youth who experience homelessness face many barriers to education, yet school can be a source of stability, affirmation, and hope during a time of chaos and trauma when a young person loses his or her housing. Community service providers play a key role in linking homeless children and youth to schools and providing wraparound services that can bolster their attendance and educational success. This brief provides important information to service providers on Subtitle VII-B of the McKinney-Vento Homeless Assistance Act [42 U.S.C. ʹʹ 11431-11435], reauthorized in 2001 by Title X, Part C of the No Child Left Behind Act1 (subsequently referred to in this brief as the McKinney-Vento Act). The McKinney-Vento Act ensures educational rights and protections for homeless children and youth. This brief will enable service providers to understand: (1) which children are eligible under the definition in the law; (2) what rights and services school districts provide; (3) how the law is implemented in school districts, and (4) how community agencies and school districts can coordinate services for homeless children and youth more effectively.

Because of their often tumultuous living situations, school may be their only opportunity to benefit from a stable environment, consistent adult attention, positive peer relations, academic support, and regular meals. Enrolling homeless students in school immediately and presenting them with opportunities to participate fully in school provides them with needed educational stability and continuity. This brief explains the key provisions in the McKinney-Vento Act concerning school enrollment, including sections on enrollment barriers, immediate enrollment, enrollment requirements, and full participation in school. Each section also offers strategies for State Coordinators, local homeless education liaisons (hereafter referred to as "local liaisons"), and school personnel to ensure that the key provisions are successfully implemented so that students experiencing homelessness are immediately enrolled in school and provided or referred to appropriate services.

The report is comprised of five sections. The first section, "Introduction," surveys factors contributing to homelessness and indicates the special needs of young people who are homeless. The second section, "Problems in Educating Homeless Children and Youth," examines the following situations: (1) legal barriers, including residency requirements and guardianship requirements; (2) financial constraints, including family-related financial problems and school-related financial problems; (3) institutional impediments, including lack of records, placement in inappropriate programs, lack of coordination, and educational performance problems; and (4) social and psychological concerns, including stress, social acceptance, and self-esteem. The third section, "Federal Legislation for the Homeless," describes provisions of the Stewart B. McKinney Homeless Assistance Act for homeless education. The fourth section, "Programs that Work," describes transitional programs in Tacoma (Washington), Salt Lake City (Utah), and San Diego (California), and mainstreamed programs in Venice (California), and New York City. The fifth section, "Breaking the Cycle of Homelessness," restates the need for more innovative educational programs along with economic, domestic, and other changes. Many migrant workers move frequently to obtain temporary or seasonal employment in agriculture, fishing, meat processing, or dairy work, leading to high residential and school mobility for their children. With each school change, migrant students may: (1) Face difficulty enrolling in school; (2) Experience inappropriate educational placement due to lack of school records and other documentation; (3) Suffer educational disruption and loss of academic credit due to the varying curricula used in different school districts; and (4) Experience social isolation due to difficulties in adapting to new living and school environments.
