This paper investigates up to what immigration age the educational attainment of young immigrants in the Netherlands is similar to the educational attainment of second-generation immigrants, who were born in the country having at least one immigrant parent. It appears that this borderline immigration age depends on gender and country of origin.

Book excerpt: Abstract: We examine to what extent ethnicity affects academic ability measured in the first year of secondary school and secondary school type in the Netherlands. We focus on second-generation immigrants. The empirical results indicate that academic ability (both in mathematics and language) is not affected by ethnicity, independent of parents' occupation, education, and resources. On a bi-variate level, children of Turkish and Moroccan immigrants in the Netherlands are found relatively often in lower tracks in secondary school. This relationship is fully driven by social class and merit, operationalized as including ability and effort. Moreover, children of Turkish, Surinamese and Antillean migrants are, relative to Dutch children from similar backgrounds and merit, more often found in higher tracks in secondary school. Rotterdam, as is true for many post-industrial cities, has seen a considerable backlash against migration and diversity: the populist party Leefbaar Rotterdam of the late Pim Fortuyn is already for many years the largest party in the city. At the same time Rotterdam has become a majority minority city where the people of Dutch descent have become a numerical minority themselves. The book explores how Rotterdam is coming to terms with superdiversity, by an analysis of its migration history of the city, the composition of the migrant population and the Dutch working class population, local politics and by a comparison with Amsterdam and other cities. As such it contributes to a better understanding not just of how and why super-diverse cities emerge but also how and why the reaction to a super-diverse reality can be so different. By focusing on different aspects of superdiversity, coming from different angles and various disciplinary backgrounds, this book will be of interest to students and scholars in migration, policy sciences, urban studies and urban sociology, as well as policymakers and the broader public.

Part 2 then presents national profiles from scholars in ten countries (England, Germany, Italy, Sweden, Finland, Netherlands, Republic of Ireland, Canada, Australia, and New Zealand). These educational jurisdictions were selected because they represent a range of Western nations engaged in large-scale reform efforts geared towards enhancing their immigrant students’ achievement. Each of the national profiles provides a brief overview of the evolution of the cultural composition of their respective school-aged student population; explains the trajectory of achievement results in non-immigrant and immigrant student groups in relation to both national and international large-scale assessment measures; and discusses the effectiveness of policy responses that have been adopted to close the achievement gap between non-immigrant and immigrant student populations. It also examines the relationships between education policies and immigrant student achievement and discusses how education policies have evolved across various cultural contexts. In conclusion, Part 3 analyzes cross-cultural approaches designed to address the performance disadvantage of immigrant students and proposes future areas of inquiry stemming from the national profiles. Using data from the first wave of the Netherlands Longitudinal Life-Course Study (NELLS), the analysis shows disadvantages in employment probabilities for men and women from different foreign origin groups compared to the Dutch majority even after accounting for differences in human capital. Ethnic differences in employment probabilities are lower, but still visible, when comparing only respondents who obtained post-secondary education in the Netherlands. Further, first-generation immigrant men from Turkey and Morocco are at higher risk of being overeducated than Dutch majority men whereas this is not the case for second generation men and first- and secondgeneration minority women.
