Drawing upon historical materials, survey and statistical data, and extensive interviews in Japan, Mary Brinton provides an in-depth and original examination of the role of gender in Japan's phenomenal postwar economic growth. Brinton finds that the educational system, the workplace, and the family in Japan have shaped the opportunities open to female workers. Women move in and out of the workforce depending on their age and family duties, a great disadvantage in a system that emphasizes seniority and continuous work experience. Brinton situates the vicious cycle that perpetuates traditional gender roles within the concept of human capital development, whereby Japanese society "underinvests" in the capabilities of women. The effects of this underinvestment are reinforced indirectly as women sustain male human capital through unpaid domestic labor and psychological support. Brinton provides a clear analysis of a society that remains misunderstood, but whose economic transformation has been watched with great interest by the industrialized world.

Book excerpt: This book presents an integrated overview and evidence, taking Japan as an example, on how international trade, especially with developing countries, affects labor market in developed countries, which has been keenly debated among international and labor economists since the late 1980s. The unique point of this book is that it integrates international trade and labor market into the same framework. The analysis includes both theory and empirical study. It especially pays attention to wage inequality between skilled and unskilled labor represented by nonproduction and production workers, and college graduates and high-school graduates. The estimation method used is to analyze input-output tables containing 55 manufacturing industries during the period 1995-2005, and to measure factor content of trade using these tables. Main results are as follows: First, both relative wage and relative employment of nonproduction to production workers, and college graduates to high-school graduates increased as a trend since the 1980s, suggesting a relative demand shift toward skilled labor. Second, analysis using input-output tables revealed that employment reduction due to increased imports is greater in production workers than in nonproduction workers, and that employment increase due to increased exports is greater in nonproduction workers than in production workers, suggesting the comparative advantage being at work in line with the Heckscher-Ohlin-Samuelson model. Third, analysis using factor content of trade revealed that increased trade during 1995-2005 especially with Asian countries raised the relative wage of nonproduction to production workers in the aggregated manufacturing sector by 0.023 points (1.400 to 1.422), or by 1.6 percent in terms of rate of change. This estimation result suggests that increased trade in this period played a certain role in widening wage inequality between nonproduction to production workers. These results contribute to a deeper understanding of the effect of globalization on labor market in the field of economics.

However, the reversal in economic performance during the 1990s altered the positive perception and inspired major adaptations like the rise in performance-related pay (‘seikashugi’) and non-regular employment. This book presents case-studies of the adaptations in personnel management by major Japanese firms. It highlights the diversity, the stability and the considerations behind the adaptations that are implemented by these firms. Drawing on insights from institutional theory, it shows how factors such as legitimacy and institutional interlock have guaranteed an important continuity in employment practices. It discusses how the adaptations have not actually replaced the existing practices but have been shaped by them and, as a consequence, the result may not be as revolutionary as once expected but is likely to last. Furthermore, it argues that the employment practices remain specifically Japanese and that expectations of convergence have so far proved misplaced. Book excerpt: The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.

Book excerpt: This paper argues that Japan’s excessive labor market duality can reduce Total Factor Productivity (TFP) due to a negative impact on non-regular workers’ effort and on firms’ incentives to train them. On the basis of cross-country empirical evidence, the paper proposes some reform options. In particular, our analysis suggests that reducing the difference in employment protection between regular and non-regular workers would substantially reduce labor market duality in Japan. One reform consistent with these findings is the introduction of a Single Open Ended Contract for all newly hired workers. This reform could be complemented by a shift towards a model that combines labor market flexibility and security (“flexicurity”) and by policies aimed at encouraging wage growth.
