Book excerpt: This report attempts to synthesize the written discussion of grain stockpiling in the economics literature and to provide a structure for the policy discussion of grain stock issues within the U.S. Government. In addition, some new economic analysis is provided. While emphasizing the economic dimension of the issues, how political considerations may modify conclusions based solely on economic analysis is considered. International economic and diplomatic issues are considered from a U.S. perspective to reflect the situation of U.S. policymakers. The report grows out of a survey of the literature, supplemented by discussions with U.S. Government officials in the White House Council on INternational economic Policy (CIEP), the sponsor of this study; the Council of Economic Advisers; the Office of Management and Budget; the Departments of Agriculture, State, and the Treasury; and the Office of the Special Representative for Trade Negotiations.

Book excerpt: A comparison of the Great Lockdown of 2020 underway with the Great Recession of 2009, reveals some regularities, yet many differences. Notably, the shock associated with the Great Recession arose out of economy-wide stress, particularly high-income countries, while in direct contrast, the Great Lockdown was borne outside of the global economic system, and seemingly is set to leave most countries severely affected, high and low-income countries alike. Both crises, however, have led to similar impacts to economies throughout the world, with significant contractions to economic growth, economic activity and employment. For global food and agriculture, the Great Recession unfolded as a combination of two distinct crises that followed each other from 2007 to 2009. The initial 2007-2008 crisis was largely limited to food and agriculture, arising from a combination of supply and demand shocks within the global food sector. The 2009 crisis arose from an external demand side shock, brought about by the sharp contraction in overall economic activity in 2009, which is now known as the Great Recession. When referring to the Great Recession, this paper distinguishes two distinct sub-crises, i.e. the global food crisis of 2007-2008 and the global recession of 2009.

Book excerpt: The United States and the world were unprepared for the COVID-19 pandemic, despite decades of warnings highlighting the inevitability of global pandemics and the need for international coordination. The failure to prioritize and adequately fund preparedness and effectively implement response plans has exacted a heavy human and economic price, and the crisis is not yet over. Emerging and reemerging infectious diseases are a threat to global and national security that neither the United States nor the world can afford to ignore. This Task Force proposes a comprehensive strategy that includes institutional reforms and policy innovations to help the United States and the multilateral system perform better in this crisis and when the next one emerges. Without increased U.S. leadership on and adequate investment in pandemic preparedness and response, the United States and the world will remain unnecessarily vulnerable to epidemic threats. The Council on Foreign Relations sponsors Independent Task Forces to assess issues of current and critical importance to U.S. foreign policy and provide policymakers with concrete judgments and recommendations. Diverse in backgrounds and perspectives, Task Force members aim to reach a meaningful consensus on policy through private deliberations. Once launched, Task Forces are independent of CFR and are solely responsible for the content of their reports. Task Force members are asked to join a consensus signifying that they endorse the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation. Each Task Force member also has the option of putting forward an additional or a dissenting view.
