Book excerpt: Evidence-based planning for post-conflict reconstruction is often constrained by missing data and the shortcomings of conventional analytical methods. To overcome these constraints, we use economy-wide modeling methods to model the impact of war and reconstruction possibilities for the economy of Yemen. We first calibrate the model to pre-conflict data (2014) and validate it by replicating the most recent available dynamic needs assessments for Yemen that were elaborated by the World Bank. We then report model scenario results for unobserved development indicators, such as estimates for sector-level growth, employment, and poverty. For the post-conflict period, we use the assumptions of a recent dynamic needs assessment and assume gradual reconstruction of the war-induced damages by the target year 2024. Then we focus on uncertain institutional factors and investigate their importance for the country’s socio-economic development. Finally, we assess the potential structural characteristics of Yemen’s economy in the year 2024 and analyze potential risks and trade-offs associated with government’s institutional performance and the implications these have for the pace of post-conflict reconstruction.

Book excerpt: Plagued by war, violence and low oil prices, economic activity in the Middle East and North Africa (MENA) region remained subdued between 2013 and 2015, but the situation is expected to improve and growth to surge above 3 percent over the forecast period. Though still below potential, the improvement in growth offers hope. We see signs of "green shoots" in some countries in the region, therefore we have upgraded our short-term prospects for MENA from "cautiously pessimistic" to "cautiously optimistic" over the forecast period. The prospects of peace in Syria, Yemen and Libya are one of the keys to resuming growth over the next decade. But realizing that potential depends crucially on how the post-conflict reconstruction is conducted. On the one hand, a well-managed process could help these war-tom countries rebuild their shattered economies and re-integrate their people so that the region as a whole, and possibly the rest of the world, benefits. On the other hand, a badly managed process can risk a recurrence of conflict, continued stagnation and suffering, and perpetual fragility. The economics of postconflict reconstruction, therefore, is critical to the future of MENA's economies.

The economic and political factors that influence the war economy dynamics and the political economy of reconstruction and stabilisation were analysed by a select group of international experts from the worlds of academia and practice. Various perspectives and approaches were considered in an intense two-day discussion. One of the overarching conclusions was that the post-conflict realities in MENA will not be easily handled with the traditional toolbox which has been used in other conflicts since the end of the cold war. The situation in MENA calls for a critical re-think of contemporary approaches and for an active search for new modalities of both analysis and intervention. This eBook includes several important contributions presented at the conference and is addressed to an audience of both academics and policy-makers. It is a continuation of the ongoing MEDirections project on the political economy of the post-2011 MENA region and represents an attempt to reflect on the features of post-conflict stabilisation and reconstruction in MENA. Hopefully, it will provide an opportunity to deepen today's limited debate on this subject.

Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.
