Book excerpt: Marine protected areas (MPAs) provide both conservation and economic benefits. Recent international conservation actors have called for a dramatic increase in the area of MPAs from almost 8% to 30% of marine area by 2030 in a policy called 30X30. Both the economics and conservation science literatures consider MPA decisions and MPA impact, although the economics literature focuses on fishery economic outcomes. This review uses an optimization framework for MPA decisions as a lens through which to evaluate the economics literature on MPAs in the context of the 30X30 expansion decisions. We argue for more economic analysis of MPA policy questions, including those around siting, design, restrictions, and management choices; impact evaluation; responses of people; low-income country settings and incomplete enforcement; spatial settings without metapopulations; and conservation rather than harvest objectives.

Drawing on the literature and numerous examples from developed and developing countries, this book highlights how the environmental and cost effectiveness of MPAs can be enhanced. It covers issues including the benefits and costs of MPAs, the need for more strategic siting of MPAs, monitoring and compliance, sustainable finance for MPAs, and the need to embed these in a wider policy mix so as to address the multiple pressures on marine ecosystems.

Book excerpt: Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

This book offers a comprehensive introduction to the socio-economic benefits of PAs and PA networks and provides step-by-step practical guidance on identifying, assessing and valuing the various ecosystem services and related benefits provided by PAs. It also aims to improve the communication of PA benefits to different stakeholders and the general public. It is shown that identifying and valuing the socio-economic benefits of PAs can be beneficial for several reasons. Demonstrating socio-economic importance of a protected site can significantly increase political and stakeholder support for the site and resolve conflicts between different interest groups. This can lead to positive changes in policies and decision-making. Insights on PA benefits are also needed to identify a combination of actions and land use practices that best support the sustainable and equitable utilisation of these benefits, while retaining a site’s conservation goals. Finally, demonstrating different benefits can help to discover alternative and sustainable sources for financing the management of PAs.

These challenges are explored through a study of 20 MPA case studies from around the world. A novel governance analysis framework is employed to address some key questions: How can top-down and bottom-up approaches to MPA governance be combined? What does this mean, in reality, in different contexts? How can we develop and implement governance approaches that are both effective in achieving conservation objectives and equitable in fairly sharing associated costs and benefits? The author explores the many issues that these questions raise, as well as exploring options for addressing them. A key theme is that MPA governance needs to combine people, state and market approaches, rather than being based on one approach and its related ideals. Building on a critique of the governance analysis framework developed for common-pool resources, the author puts forward a more holistic and less prescriptive framework for deconstructing and analyzing the governance of MPAs. This inter-disciplinary analysis is aimed at supporting the development of MPA governance approaches that build social-ecological resilience through both institutional and biological diversity. Book excerpt: Case studies suggest that Marine Protected Areas (MPAs) can be effective tools for fishery management. This study uses global datasets of MPAs and stock assessments to estimate the strength and robustness of their benefits. We apply multiple models, including a treatment-control pairing, a logistic model estimated with fixed-effects, and a regression tree to identify key characteristics. We find that regions with significant MPA designations increased their yearly yield by 17e3 MT/yr while those without experienced a loss of 20e3 MT/yr. On average, a 1% increase in protected area results in an increase in the growth rate of fish populations by about 1%. Considering only IUCN classified protected areas, and only marine portions of MPAs, growth rates increase 2% per percent area protected. MPA size is a key parameter which determines their per-area effectiveness. Using these results, we produce an estimate of the economic benefits of protected areas, relative to their costs. About 60% of country regions currently have insufficient protected areas to generate economic benefits, where the average break-even point for economic benefits of MPAs is at 8.5% of marine area.

Book excerpt: In this book, the authors examine the governance of marine protected areas (MPA), and in particular they compare two different forms of governance – co-management (CM) and adaptive co-management (ACM). CM is characterized by the decentralization of the decision-making process, incorporating the governed as well as the government. ACM is characterized by the dynamic process whereby co-management decision-making is made continuously responsive to the changing ecological and socio-economic circumstances of the MPA. The authors carry out a comprehensive critical analysis of CM and ACM before applying these concepts to the case study of the Cayos Cochinos Marine Protected Area off Honduras to assess two successive management cycles, 2004-9 and 2008-13. The area was designated as an MPA in 1993, a governmental decision which was met with resentment by local communities. CM was introduced in 2004 to involve these local stakeholders in the decision-making process, but achieved limited success. In an attempt to deal with these deficiencies, ACM was adopted in the second management plan in 2008, but whereas the position of the local communities improved, it tipped the scales too far away from conservation. A third management plan is currently being prepared that promises to strike a better balance between ecological and socio-economic objectives. A central theme of the book is to examine how far the CCMPA adhered to the principles of CM and ACM respectively in its first two management plans.
