It uses Atlantic Canada as a case in point and uses unpublished data based on several databases of Statistics Canada and Citizenship and Immigration, Canada. It identifies best policy practices that can also be used in other countries to address demographic challenges similar to those facing Canada, for example population ageing and youth out-migration from smaller regions to larger regions, through immigration. Economic integration of immigrants in Atlantic Canada is faster and better than it is nationally. An overarching result is that an analysis of regional data can lead to very different policy conclusions than the analysis of national data, which means that it can be risky to devise immigration policy based only on national data. A clear message is that economic benefits from immigration can be enhanced by facilitating a broader geographic distribution of immigrants, rather than maintaining their concentration in a few larger urban regions. A must read for immigration and population policy makers, immigrant settlement agencies and academic researchers.

Book excerpt: Using data from the 2008 General Social Survey (GSS) of Canada, this dissertation extends the traditional immigration literature, while drawing on prominent issues in the network literature, by examining inequality in access to social capital, and the degree to which structural factors within Canadian immigrant social networks yield socio-economic returns and constraints. The dissertation consists of three thematically linked publishable papers. The first publishable paper (Chapter 2) compares sources of social capital including membership in voluntary organizations, comparing foreign-born and native-born. This paper highlights the reasons for the relative inadequacies of immigrant networks. Particularly for recent immigrants, factors include less time in Canada, lower rates of participation in voluntary organizations, a lack of Canadian educational qualifications, poor English/French linguistic skills, and ethnic/racial minority status. These factors contribute to embeddedness within smaller, more homogenous networks. The second publishable paper (Chapter 3) looks at the role of social networks on male immigrantsâ earnings because earnings determination differs for men and women. The paper finds that recent immigrant men have significantly lower earnings than their native-born counterparts in large part because immigrants have more close ties and fewer of the varied weak ties that are more useful in attaining employment upon arrival to Canada. The third publishable paper (Chapter 4) compares the economic returns from network resources between immigrant men and women across immigrant entry cohort. The paper finds that immigrant women have lower earnings than men and that the effect of each network characteristic on earnings significantly differs between immigrant men and women. The aim of this dissertation is to offer greater insight into the relationship between immigrantsâ social network characteristics and their earnings in Canada. There are several broad implications for this project. First, the research develops new theoretical insights concerning economic mobility within Canada, beyond race, language proficiency, and Canadian labour and work experience. Second, by recognizing the network characteristics associated with newcomer welfare, this study contributes to immigrant policy and research within Canada and elsewhere.

Book excerpt: Among the different immigration streams in Canada- family reunification, economic immigrants and refugee protection- newcomers have cited diverse experiences. This is problematic since Canada has a goal of increasing its population to a hundred million within the next seventy-eight years (Century Initiative, 2020). Sixty-two million new Canadians facing inconsistent settlement experiences would be considered a failure of this policy (Century Initiative, 2020). The literature of integration in Canada diverges into two streams: economic model of conformity and socio-cultural. According to the literature, Canada's immigration policies use more of an economic conformity model than a socio-cultural conformity model of integration, with the former more widely cited. The strength of Canada's economic conformity model was challenged when comparing immigration policies and immigrant outcomes with Australia and New Zealand. Using a case-oriented comparative analysis, performance indicators demonstrated that Canada had the strongest socio-cultural integration policies between the three cases. These findings were triangulated by a document analysis of Immigration, Refugee and Citizenship Canada's departmental plans and performance reports from 1998 till 2020. Analyzing the evolution of immigration policies across the different streams found that the federal government decentralized policies and programs to the provincial level. This allowed newcomers to better adapt to the needs and environment of their specific provinces, confirming Canada's socio-cultural approach to integration. Canada's strength in its immigration policy resulted in the federal government's ability to decentralize programs and policies to the provincial level such as welcoming and integrating new immigrants. The document analysis also found inconsistencies with performance indicators measuring integration across the three streams: economic immigrants were only assessed on economic integration factors whereas family reunified immigrants and refugees were only assessed on socio-cultural integration indicators.
