Interviews were conducted with community officials and individuals familiar with the history of each bypassed community. Statistical models were developed to analyze economic impacts across a number of key indicators including payroll and employment in various industry sectors. Lessons learned from this study vary from county to county and across industry sectors. The findings of this study will be used to develop a concise guide that will provide guidance to both Indiana Department of Transportation (INDOT) officials and community officials as to how to best adapt to the presence of the bypass.

Book excerpt: This report presents an analysis of the effects of highway bypasses on the business activities of a sample of small Texas cities. An initial explanatory analysis (using a before-and-after method, matched pairs, and projected development) did not reveal a significant relationship between highway bypass construction and a change in business volumes. It can be concluded that business volumes in the more rapidly growing cities with imperfect infrastructure and relatively high local traffic benefit from highway bypass construction. On the other hand, initial econometric modeling demonstrated that a highway bypass can have a statistically significant negative effect on business volumes in the small Texas cities that were studied. The results of the econometric modeling show that the way in which a business community responds to a highway bypass is complex. The major factor determining business volumes is the city's population.

Book excerpt: A state-of-the-art appraisal was made of studies conducted throughout the United States concerning the economic impact of various types of freeway facilities. The largest volume of literature occurs in the analysis of the effects of bypasses, particularly upon small communities. Next in significance to the bypass studies are the urban freeway studies, which have dealt mainly with land value changes in various distance bands from an urban radial freeway and at different distances from the central focus of the urban region. The few studies dealing with circumferential roads in urban areas are too diverse in their nature to lead to any integrated results. Some general guidelines for conducting future impact studies are discussed and areas for future research are proposed.

Book excerpt: Project No. 2150 develops a methodology for determining the impact of highway bypasses on small town business districts in Oklahoma. The focus is predicting likely impacts of proposed bypasses on US 70. Economic impacts are measured by comparing changes in the sales tax base in the bypassed cities with those of in similar non-bypassed cities. Quasi-experimental control group and difference-in-difference estimation techniques are employed. The method is demonstrated by analyzing the 1993 bypass of Stonewall as well as bypasses of Rush Springs and Snyder in the early 1970s. The null hypothesis that the bypasses had no impact on city sales taxes cannot be rejected. The results are not conclusive due to a lack of bypass cases and usable data on traffic volumes and composition, residential property values, regional economic performance and business climate during the pre-bypass period.
