Book excerpt: There is a broad consensus that implementation of the automatic federal spending reductions provided for in the Budget Control Act (BCA) of 2011 would have significant negative impacts on the U.S. economy in 2013. The economic impact assessment presented in this report includes all discretionary spending subject to cutbacks under the BCA of 2011 (both the effects of statutory limits and automatic reductions) for DOD and non-DOD agencies. However, it excludes spending reductions for all federal mandatory programs such as Medicare. As currently formulated, the automatic spending cuts affecting DOD and non-DOD agencies' discretionary spending authorities beginning January 2, 2013 will: Reduce the nation's GDP by $215 billion; Decrease personal earnings of the workforce by $109.4 billion; and, Cost the U.S. economy 2.14 million jobs. As a consequence of sequestration, GDP growth in 2013 will be reduced by two thirds and unemployment will increase by as much as 1.5 percentage points raising the current national rate above 9 percent. These are the easily measured impacts. Other collateral impacts will be driven by behavioral factors. Other costs will occur over a longer timeframe resulting from deferred or foregone innovation by both federal agencies and private entrepreneurs. These disruptions to the U.S. economy will have cumulative impacts with far-reaching and potentially more significant consequences than these initial first-year impacts. While these are beyond the scope of this analysis they need to be recognized and understood. Still, these initial economic impacts, the loss of GDP, personal income and jobs, are real and have measurable consequences. If they are allowed to occur as currently scheduled, the long-term consequences will permanently alter the course of the U.S. economy's performance, changing its competitive position in the global economy.

Each year, if Congress enacts a spending level that exceeds BCA caps for the defense base budget, the President is required to sequester or levy across-the-board cuts to each type of defense spending to meet the BCA caps. These spending levels are sometimes referred to as revised or "sequester" caps. War-designated funding (for "Overseas Contingency Operations") is not subject to BCA caps. To help frame the choices about how to respond to the BCA revised or "sequester" caps on defense spending, this book explains congressional adjustments of the caps and Administration reactions; describes the Administration's position and DOD concerns; analyzes defense spending levels in the FY2016 annual budget resolution; places BCA caps in historical perspective; outlines different types of savings that could help comply with the caps; analyses DOD's current plan for compliance, and describes budget uncertainties faced by DOD in responding to spending limits.
