The Midwest Book Review Despite its great importance, there are surprisingly few economic studies of the impact of climate on agriculture and how agriculture can adapt under a variety of conditions. This book examines 22 countries across four continents, including both developed and developing economies. It provides both a good analytical basis for additional work and solid results for policy debate concerning income distributional effects such as abatement, adaptation, and equity. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. Finally, the book suggests a research agenda for the future. Economists in academia and the public sector, policy analysts and development agencies will find this broad study illuminating.

In my first chapter, I estimate the impact of climate change on agricultural land values using a variety of methods and forecast models. First, I combine a framework that incorporates different possible forecasts of future climate with degree days, a temperature measure that allows to capture the effects of extreme temperatures. I use this framework to estimate the damages of climate change relative to a constant 2002 climate. Second, I exploit climate variation over time between 1978 and 2002 within counties to estimate a land value regression. Using this variation, I can address the time-invariant omitted-variable bias of a cross-sectional regression. Furthermore, I estimate the impacts using a range of climate models. The present discounted damages range from $22 to $204 billion in 2002 dollars, with a mean of $67 billion dollars using a discount rate of 5 percent. In the models that use climate variation within counties over time, I find that estimated damages are on average $64 billion larger than the cross-sectional regressions. Furthermore, the choice of climate model has significant economic importance as the estimates across climate models vary by about $160 billion for nearly all specifications. Finally, I document substantial heterogeneity in impacts across counties. In the second chapter, Michael Greenstone, Ishan Nath, and I investigate how much farmers can adapt to climate change through their choice of crops. By combining a discrete choice framework with data on insurance costs for farmers, we estimate the impact of predicted changes in climate on farmer profits relative to other uses of land. In all specifications, climate change will produce a severe reduction in the share of land used to grow corn and soybeans in the US by the middle of the century. Farmers who grow corn would gain between 1.4 and 2.5 cents for an additional growing degree day relative to the outside option. On the other hand, farmers would lose between 17.9 and 32.3 cents from an increase in an additional growing degree days above 29° C. We find similar results for soybeans. These results are robust across census years and choice sets. When farmers are allowed to re-optimize their land use, climate damages in 2050 are $8.9 to $11.8 billion lower compared to a scenario where their crop choice in 2002 is held constant.

Book excerpt: Most research on the agricultural impacts of climate change has focused on the major annual crops, yet perennial cropping systems are less adaptable and thus potentially more susceptible to damage. Improved assessments of yield responses to future climate are needed to prioritize adaptation strategies in the many regions where perennial crops are economically and culturally important. These impact assessments, in turn, must rely on climate and crop models that contain often poorly defined uncertainties. We evaluated the impact of climate change on six major perennial crops in California: wine grapes, almonds, table grapes, oranges, walnuts, and avocados. Outputs from multiple climate models were used to evaluate climate uncertainty, while multiple statistical crop models, derived by resampling historical databases, were used to address crop response uncertainties. We find that, despite these uncertainties, climate change in California is very likely to put downward pressure on yields of almonds, walnuts, avocados, and table grapes by 2050. Without CO2 fertilization or adaptation measures, projected losses range from 0 to>40% depending on the crop and the trajectory of climate change. Climate change uncertainty generally had a larger impact on projections than crop model uncertainty, although the latter was substantial for several crops. Opportunities for expansion into cooler regions are identified, but this adaptation would require substantial investments and may be limited by non-climatic constraints. Given the long time scales for growth and production of orchards and vineyards ((almost equal to)30 years), climate change should be an important factor in selecting perennial varieties and deciding whether and where perennials should be planted.

We replicate the previous literature's implementation of the hedonic approach and find that it produces estimates of the effect of climate change that are very sensitive to decisions about the appropriate control variables, sample and weighting. We find estimates of the benchmark doubling of greenhouse gases on agricultural land values that range from a decline of $420 billion (1997$) to an increase of $265 billion, or 30% to 19%. Despite its theoretical appeal, the wide variability of these estimates suggests that the hedonic method may be unreliable in this setting. In light of the potential importance of climate change, this paper proposes a new strategy to determine its economic impact. We estimate the effect of weather on farm profits, conditional on county and state by year fixed effects, so the weather parameters are identified from the presumably random variation in weather across counties within states. The results suggest that the benchmark change in climate would reduce the value of agricultural land by $40 to $80 billion, or 3% to 6%, but the null of zero effect cannot be rejected. In contrast to the hedonic approach, these results are robust to changes in specification. Since farmers can engage in a more extensive set of adaptations in response to permanent climate changes, this estimate is likely downwards biased, relative to the preferred long run effect. Together the point estimates and sign of the likely bias contradict the popular view that climate change will have substantial negative welfare consequences for the US agricultural sector.
