Analyzing the Federal Aviation Administration's (FAA) Operational Evolution Plan (OEP), which consists of air traffic initiatives aimed at slowing the growth in congestion and delay, as well as a variety of potential runway investments, this study reveals the essential role that increased airport capacity and modernization of the air traffic system play in managing the growth of these problems and points to the need for additional efforts to reduce them. The study's findings are based on econometric models that capture the detailed workings of the U.S. economy. The framework of the study ensures consistency between its results and those of the U.S. national system of economic accounts. Using a base year of 2000, the study estimates (in year 2000 constant dollars) the total cost of flight delays to passengers and airline operators of scheduled commercial passenger airline services in the United States for 2000, 2007, and 2012, and the benefits of increased capacity for the two forecast years."--Executive summary.

Government agencies assumed responsibility not only for airline safety but for setting fares and determining how individual markets would be served. Forty years later, the Airline Deregulation Act of 1978 set in motion the economic deregulation of the industry and opened it to market competition. This study by Steven Morrison and Clifford Winston analyzes the effects of deregulation on both travelers and the airline industry. The authors find that lower fares and better service have netted travelers some $6 billion in annual benefits, while airline earnings have increased by $2.5 billion a year. Morrison and Winston expect still greater benefits once the industry has had time to adjust its capital structure to the unregulated marketplace, and they recommend specific public polices to ensure healthy competition.

The focus of inquiry in this study is at the company level, so the measures are sensitive to company differences such as financial costs, payload, and existing aircraft inventory rather than industry averages. This monograph builds on the new developments in econometric modeling and has a substantial technical component. The quantitative results lead to implications for understanding technology and its impact on the airline industry, as well as for formulating regulatory policy.

Book excerpt: This thesis investigates broader impacts of air transportation on U.S. economic productivity, as well as market access and business location, in order to help identify how aviation supports the national economy. More traditional economic impacts are reviewed before turning to enabling impacts. Mechanisms by which air transportation might enhance economic productivity are proposed and a production model is constructed as a framework for exploring the validity of these mechanisms. Two analyses are conducted which should provide new insights to the FAA on the importance of air transportation to the U.S. economy. Focusing on the demand side of the economy, a detailed analysis of input-output (1-0) data from the Bureau of Economic Analysis (BEA) identifies where air transportation appears to be especially critical to economic production. On the supply side, U.S. Census Bureau data is used to map distributions of population, business establishments, and Fortune 500 headquarters from hub airports. Additional distribution analyses are performed for cargo airports and for select metropolitan areas. Analyses of intermediate use of air transportation provide weaker evidence than initially hypothesized as to aviation's role in supporting productivity growth. Both sets of analyses confirm that the importance of air transportation to industry is not uniform and that the government and services sectors appear to benefit from and take advantage of access to aviation more than other industry sectors. In particular, the analyses of business location relative to airports provide evidence that many service and high-value economic sectors are more concentrated near hub airports than are other industry sectors for which air transportation adds less value.
