The following paper explores the recent economic developments of the Slovak Republic, from its accession into the European Union in the early 2000s, throughout the European monetary crisis in the years 2008 - 2009 and finally reflects upon the country’s current economic state. In doing so, this paper analyzes the most relevant indicators of international and domestic economic well-being and describes some of the underlying factors for these developments. An analysis of the degree to which Slovakia has overcome the hardships imposed by the economic crisis is also presented. The analyses in this paper rely on statistical information available from public databases and, when applicable, consultation of expert literature for an interpretation of the data. When doing so, the author has attempted to provide data for comparison and context, generally with the average from the EU 27 states or of the other Visegrád Group members, when available. This paper only considers a limited number of indicators of economic well-being for these analyses: balance of payments, openness, foreign direct investment, government deficit and debt, inflation, economic growth, employment, and investment. As a result, some other economically relevant topics may be excluded which could provide an even better analysis of the problem. Social costs and other non-economic factors are entirely omitted from this paper although they play an important role in any country’s standard of living. Finally, it is important to note during the analysis of the developments in 2009 and the years afterward that all changes cannot be attributed to the European Debt Crisis as another important event occurred: Slovakia adopted the Euro as its national currency; an event that is often cited as causing initial inflation.

This paper discusses the developments in the Slovak Republic in the context of its membership within a so-called incomplete monetary union, a construct as laid out by De Grauwe in the book "The Economics of Monetary Union". This paper relies on publicly accessible data and, to a lesser degree, expert literature. For many comparisons, the author draws comparisons with the Czech Republic due to its similar size, geographic location and economic position, with the key difference being the Czech Republic’s sovereign currency and the resulting means of independent monetary policy. Additional metrics are also compared to the results of the entire Eurozone and to the largest Eurozone economies of Germany and France. The goal of this paper is to determine to what degree the Slovak Republic benefits from membership within an incomplete monetary union and what steps can or have been taken in order to mitigate the risks of membership.

Book excerpt: This paper is based on an internal report prepared by the IMF staff in connection with the application of the Czech and Slovak Federal Republic (Czechoslovakia) for membership in the IMF. The paper surveys the economic system that had developed up to the time of the reforms begun in 1987 and outlines the economy's performance during 1945–1985. It then discusses the economic developments of 1985–1990, with separate sections on output, prices, public finance, money, and the balance of payments. Prices served mainly as an instrument of central planning: each price was set independently and a change in one price had no influence on other prices. The annual foreign exchange plan, derived from the state plan, strictly controlled foreign exchange transactions. It specified imports and exports of goods and services by enterprises for the convertible and nonconvertible area. The exact modalities of the denationalization scheme have not yet been determined. However, consideration is being given to a scheme whereby state enterprises would be transformed into joint stock companies, and “ownership vouchers” would be distributed to the population which would entitle their holders to purchase stock in these companies.

Yet the doubling of enrollments expected over the next ten years will create obstacles that may prevent it from playing the role expected of it by a society and economy in rapid transformation. This study identifies some of these obstacles and suggests a series of coordinated countermeasures. Some suggestions include building a system that would eliminate the disadvantages of rigid student assignments, ensuring greater decentralization of decisionmaking for universities, allocating results-oriented resources and providing greater autonomy in funding management, financing expansion of the system, separating teaching and research, and improving educator training and evaluation services.

In 1996, a large current account deficit emerged as domestic demand surged by more than 20 percent. At the same time, fiscal policy became expansionary, with the fiscal position turning from surplus to deficit. These imbalances persisted into 1997. In an effort to reverse the deterioration in the external accounts, monetary policy was tightened, but its effectiveness in slowing down domestic demand was undermined by a fiscal policy that became even more expansionary.

But the task of building full market economies has been difficult and protracted. Liberalization of trade and prices came quickly, but institutional reforms—such as governance reform, competition policy, privatization and enterprise restructuring—often faced opposition from vested interests. The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.
