Using a range of empirical data, Peer Vries analyses the role of the state in Japan's economic growth from the Meiji Restoration to World War II, and asks whether Japan's economic success can be attributed to the rise of state power. Asserting that the state's involvement was fundamental in Japan's economic 'catching up', he demonstrates how this was built on legacies from the previous Tokugawa period. In this book, Vries deepens our understanding of the Great Divergence in global history by re-examining how Japan developed and modernized against the odds.

Naval, aeronautic, and mechanical engineers played a powerful part in the military buildup of Japan in the early and mid-twentieth century. They belonged to a militaristic regime and embraced the importance of their role in it. Takashi Nishiyama examines the impact of war and peace on technological transformation during the twentieth century. He is the first to study the paradoxical and transformative power of Japan’s defeat in World War II through the lens of engineering. Nishiyama asks: How did authorities select and prepare young men to be engineers? How did Japan develop curricula adequate to the task (and from whom did the country borrow)? Under what conditions? What did the engineers think of the planes they built to support Kamikaze suicide missions? What is the relationship between what has happened in the two countries? And where did Japan's technological excellence come from? In an economic history that will arouse controversy on both sides of the Pacific, Richard J. Samuels finds a key to Japan's success in an ideology of technological development that advances national interests. From 1868 until 1945, the Japanese economy was fired by the development of technology to enhance national security; the rallying cry "Rich Nation, Strong Army" accompanied the expanded military spending and aggressive foreign policy that led to the disasters of the War in the Pacific. Postwar economic planners reversed the assumptions that had driven Japan's industrialization, Samuels shows, promoting instead the development of commercial technology and infrastructure. Once one of the most prosperous ports in the country, Kaminoseki fell into profound economic decline following Japan’s reengagement with the West in the late nineteenth century. Using a recently discovered archive and oral histories collected during his years of research in Kaminoseki, Martin Dusinberre reconstructs the lives of households and townspeople as they tried to make sense of their changing place in the world. In challenging the familiar story of modern Japanese growth, Dusinberre provides important new insights into how ordinary people shaped the development of the modern state.
