In an attempt to identify the common factors which could account for the phenomenally successful economic development of the two countries, the contributors explore six topics and their roles in economic development: trade, government, the impact of imported technology, financial systems and policies, agriculture, and the educational and social basis of development. As the first volume to present an extended comparison of the two economies in a single source, The Economic Development of Japan and Korea will be of significant interest to scholars in development economics, Asian studies, and international economics. The contributors demonstrate that although there are both similarities and differences in the economic development of Japan and Korea, the two can be regarded as having followed the same general pattern of development. Both countries are resource-poor and have relied on trade as the engine of development. In addition, both governments have played an active role in economic development, in marked contrast to the situation in the West. By exploring in turn the role played by such factors as export trade, public policy, and education, the contributors show that the success of Japan and Korea can be attributed to the right combination of a private market system and the autonomous state. Their conclusions have important implications for the governments of other developing countries struggling with problems and issues inherent in attempts to foster sustained economic growth.

Book excerpt: Very few developing countries have successfully industrialised. Many are under pressure from international organisations to achieve 'self-sustainable' industrialisation. This is why Korea's case is particularly interesting. There have been many attempts to explain the causes of Koreas' economic miracle. These have focused mainly on the internal factors such as the discipline of the Korean workforce and export-promotion policies. The present study however shows that these factors contributed to Korea's impressive growth but do not explain the reasons for her success. External factors have been more important, the Japanese economy in particular. This book examines therefore in detail the impact of Japan's economic growth on the Korean economy, in particular the stimulating effects of trade, sub-contracting, relocation of industry, investment, loans and technology transfer. It demonstrates how Japan provided a range of goods, services and capitals which were precisely what the newly industrialising country needed.

Book excerpt: The so-called miraculous economic development in the southern half of the Korean peninsula has transformed from basically an agrarian economy to that of a major industrial power in a very short time period, and it is now considered one of a dozen or so of industrialized countries in the world. However, there has been little careful analysis, especially by Western scholars, of the heritage of the Korean economy in the traditional and transitional periods from which it launched into a modern phenomenal economic success. One of the major weaknesses of a few studies abroad evaluating the Korean economy between 1876 and 1945 often has been the one-sidedness. The time has come to assess and reassess Korea's heritage of economic transformation fairly and objectively with an open mind by a Korean scholar who has been educated and held his professional career abroad. This book is a study of transformation of the Korean economy from the time of the opening of the hermit kingdom in 1876 to the end of Japanese rule in 1945, focusing on capital formation, economic growth, and structural changes. During the 70-year period, the country under siege of foreign powers transformed from a static, and agrarian economy to a semi-industrial one that has evolved in three distinct stages of economic transformation, namely, the traditional economy before the opening of the country to the outside world, the transitional economy between 1876 and 1904, and the colonial economy under Japanese rule during 1905-45. The approach in this study is more behavioral and analytical (without being mathematical, statistical, or technical, but with supporting quantitative data) than historical. Although narratives of Korean economic history before 1945 are scarce in English, an effort is being made in this study to devote as much space as possible to the analysis of the economy based upon available data with minimal historical description. This study reveals a number of significant, though perhaps not all unique, patterns and characteristics of capital formation and economic transformation of Korea. The combination of circumstances, approaches, and experiences in the country was in many respects unique in comparison with many developing and developed countries, particularly among many Asian countries, e.g., Japan and China.

This book is a study of development of the South Korean economy from the time of the cessation of the Korean War to date, based on available data with minimal historical description, focusing on investment, the sources and means of capital formation, which is one of the most critical factors that contributed to economic development, and the government role of in them for economic growth and structural changes. The approach in this study is more analytical (without being mathematical, statistical, or technical, but with supporting quantitative data) than historical. There are a number of studies on some aspects of capital formation and economic development in short articles, but there is no comprehensive study/analysis/book of capital formation and economic development of South Korea since the Korean War, other than this authors comprehensive study of capital formation and economic transformation of Korea before 1945 (1876-1945). Not only this book fills the void of study of the subject after the Korean War but it also complement my first volume.
