On current productivity trends, it estimates Croatia's potential growth rate at 4-41⁄2 percent, a result reasonably robust to different methodologies. To sustain growth at a higher rate in line with the authorities' aspirations, the analysis highlights the critical need to improve the business environment through further measures to reduce the administrative burden, legal uncertainties, and corruption. It also emphasizes the importance of attracting more greenfield foreign direct investment, and reforms to reduce the role of the state in the economy through fiscal consolidation and faster privatization.

Book excerpt: Focus of interest in this paper is the concept of competitiveness as measured by the originally developed index of business environment. Competitiveness is interpreted in the broader meaning of the term: it includes not only cost conditions, but also institutional and system conditions of different national economies that define the attractiveness of their business environment. Methodology of composite index decomposition and analysis is used to evaluate and compare Croatian results with the results of EU15 and EU 12 countries. Composite index is formed on World Economic Forum data collected in 2008. Comparisons are done on three levels: overall index, subindices of four distinct sectors of business environment (political-legal, economic, sociocultural and technological), and 22 pinpointed variables that constitute the index. Results show that Croatia lags behind the EU15 countries and has almost equal quality of business environment as EU 12 countries. Based on the results of the analysis of the specific variables, research implicates that in order to improve attractiveness of its business environment the most Croatia should direct its reforms towards following areas: antimonopoly, government spending, market dominance, tertiary enrollment, railroad infrastructure and Internet usage.

Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this practical analysis of competition law and its interpretation in the Croatia covers every aspect of the subject – the various forms of restrictive agreements and abuse of dominance prohibited by law and the rules on merger control; tests of illegality; filing obligations; administrative investigation and enforcement procedures; civil remedies and criminal penalties; and raising challenges to administrative decisions. Lawyers who handle transnational commercial transactions will appreciate the explanation of fundamental differences in procedure from one legal system to another, as well as the international aspects of competition law. The book proceeds to a detailed analysis of substantive prohibitions, including cartels and other horizontal agreements, vertical restraints, the various types of abusive conduct by the dominant firms and the appraisal of concentrations, and then goes on to the administrative enforcement of competition law, with a focus on the antitrust authorities’ powers of investigation and the right of defence of suspected companies. This part also covers voluntary merger notifications and clearance decisions, as well as a description of the judicial review of administrative decisions. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable time-saving tool for business and legal professionals alike. Lawyers representing parties with interests in the Croatia will welcome this very useful guide, and academics and researchers will appreciate its value in the study of international and comparative competition law.

Book Smart Specialization in Croatia

Download or read book Smart Specialization in Croatia written by Paulo Guilherme Correa and published by . This book was released on 2015-06-22 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between 2003 and 2008, Croatia's rapid growth was fueled by rising domestic consumption, growingdeficits, an increased dependence on international finance. Such growth is unlikely to resume in the nearfuture, imposing social and economic costs. In this context, exports are critically important for Croatia'sdevelopment and employment generation. However, the country's trade performance has been lacklustersince the financial crisis. Export openness is lower than in countries with similar income levels, and thecountry's per capita GDP has stagnated. Low export diversification, weak competitiveness, and reducedtechnological sophistication help to explain stagnant exports. The fundamental problem is the failure torenew and transform the manufacturing base, which is linked to low rates of firm entry and exit. Anothermarker of a sluggish economy is the inadequate level of business research and development expenditure by Croatian enterprises and the weak governance framework for research and innovation, which is impairing the impact of research and development spending. In this context, Smart Specialization in Croatia aims to provide insights to the country's smart specializationstrategy (RIS3) by looking at the main constraints and opportunities that it faces in its economic progressalong three interrelated dimensions: trade, firm productivity, and research and development. The report also includes four casestudies to illustrate potential RIS3 approaches to spur research and innovation specialization at theregional level. The report's ultimate objective is to help develop a strategy that fosters productivitygrowth, job creation, and a more diversified export structure.

Book Croatia Country Economic Memorandum

Download or read book Croatia Country Economic Memorandum written by Weltbank and published by . This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: For Croatia, the challenge is to create conditions that will attract investment and produce growth. These conditions can broadly be categorized as (a) stable, progressive and predictable laws and institutions; (b) efficient labor and financial markets; (c) macroeconomic and financial stability; (d) social and environmental sustainability; (e) effective integration into the European infrastructure networks ensuring competitive cost and quality; and (f) a dynamic business-oriented environment which facilitates the production of high value added goods and promotes the adoption of efficient processes and innovative technologies. This Report proposes a reform strategy for faster economic growth through European integration. Other key inputs for creating a favorable investment climate and consolidating growth prospects include skilled labor, efficient financial markets, and high-quality cost-efficient infrastructure services. Croatia has already achieved substantial progress in these areas. However, pursuing reforms in these sectors would not be costly and would be good for growth and European integration. Thus, higher education reform should be pursued, as should reforms to create market-oriented infrastructure institutions as envisaged in EU Directives, including the institutional development of regulators and the strengthening of the competition agency. The highly competitive European environment requires, in particular, well-focused training and higher education programs that offer firms qualified staff and adequate skills for an innovation-driven knowledge economy. The further deepening of financial markets, which is closely connected to the reforms in the legal and institutional framework outlined above, ought to focus also on the strengthening of the regulatory and supervisory functions, particularly in the non-banking sectors. Similarly, market-oriented energy, transport, and communications are crucial to enhance the global competitiveness of the Croatian economy and to foster its integration into the European economy while creating opportunities for FDI.

Download or read book Level of Education of the Population and Quality of the Work Force as a Prerequisite of Competitiveness of Croatian Economy in The European Union written by Nada Karaman Aksentijević and published by . This book was released on 2013 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Authors assume that in Croatia, as well as in most of the newly accepted Member States of the European Union, there is insufficient attention dedicated to development of human resources and that human resources have not been recognized as the key factor of competitiveness of the economy able to participate and compete in the world economy and the European Union. At the same time, it is believed that the greatest underdevelopment appears precisely in the area of human resources. Consequently, growth of competitiveness of the economy is insufficient. Namely, conducted research point out that Croatian population does not have necessary skills, knowledge, nor competence which would enable achievement of competitiveness in the production of goods and rendering services and allow for competition at the market of the European Union. In general, Croatian population, the greater part of which will have become work force at the common market upon entering the European Union, are old, inflexible, undereducated and unqualified, and lack necessary knowledge of foreign languages, as well as information- and informatical skills. A separate problem is neglecting of lifelong education upon entering the labour market, which is especially noticeable in data on middle aged unemployed persons who find it hard to get a new employment after they had reached a certain age.Subject of research of this paper will be level of education of the population of the Republic of Croatia, as well as the population of countries which entered the European Union after May 1st, 2004: Cyprus, the Czech Republic, Estonia, Latvia, Lithuania, Hungary, Poland, Slovakia, Slovenia, Malta. Furthermore, public expenditure for education, representation and the share of the population in primary, secondary and tertiary education will also be analysed, as well as average years of education of the population. The obtained indicators will be correlated with the achieved level of development of a country and with average indicators for countries of the European Union. Goals of the paper are the following: 1. to establish whether the Republic of Croatia falls behind the above mentioned countries; 2. to point out the importance of education and educational policy as one of the most significant fields of activity of developmental policy for the purpose of increasing competitiveness and achieving the average level of development of countries of the European Union.

Book The Role of Competition in Economic Transition

Download or read book The Role of Competition in Economic Transition written by Christopher Saunders and published by Springer. This book was released on 1993-09-15 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume reports the proceedings of a conference of highly qualified practitioners and theorists from East and West, dealing with competition and the important part it plays as an essential element of the market economic system. So far, in the countries of Central and East Europe and of the former USSR, privatisation of state enterprises has failed to bring about a more responsive, more competitive behaviour of these firms. It is recognised that various elements of competition - privatisation, breaking down of monopolies, trade liberalisation, strengthening of small- and medium-sized competitors; and institutional requirements - should be implemented simultaneously.

Book The Influence of the Register of Non Tax Revenues on the Efficiency of the Non Tax Revenue System in the Republic of Croatia

Download or read book The Influence of the Register of Non Tax Revenues on the Efficiency of the Non Tax Revenue System in the Republic of Croatia written by Domagoj Karacic and published by . This book was released on 2017 with total page 17 pages. Available in PDF, EPUB and Kindle. Book excerpt: Non-tax revenues and parafiscal charges in most cases represent a limiting factor for the business sector and are an additional burden for citizens. In accordance with the recommendations of the European Commission and the Croatian national strategic documents, a rationalisation of the system of non-tax revenues is necessary to achieve a further lessening of the burden of economic subjects and citizens and to foster economic growth. The aim of this paper is to analyse the non-tax revenues in the Republic of Croatia, analyse their role, their impact on the effectiveness of the system of non-tax revenues and contribute to its understanding, as it represents an important segment for strengthening the competitiveness of the Croatian economy. The study is based on a systematic analysis of non-tax revenues in Croatia. For the purposes of comparative analysis, the following forms of literature were taken into account: different national strategic documents of the Republic of Croatia, the European Commission reports, available statistical indicators and relevant foreign and domestic scientific and professional literature dealing with the problem of non-tax revenue. The time scope of the analysis is the period from 2008 to 2016 and the results were compared with the data obtained from other sources. Croatia has made limited progress in the area of non-tax revenues as one of the components required for the removal of macroeconomic imbalances in the economy.
