Book excerpt: The United States is home to over 80,000 dams, of which approximately 3% are equipped with hydroelectric generating capabilities. When a dam serves as a hydropower facility, it provides a variety of energy services that range from clean, reliable power generation to load balancing that supports grid stability. In most cases, the benefits of dams and their associated reservoirs go far beyond supporting the nation s energy demand. As evidenced by the substantial presence of non-powered dams with the ability to store water in large capacities, the primary purpose of a dam may not be hydropower, but rather one of many other purposes. A dam and reservoir may support navigation, recreation, flood control, irrigation, and water supply, with each multipurpose benefit providing significant social and economic impacts on a local, regional, and national level. When hydropower is one of the services provided by a multipurpose reservoir, it is then part of an integrated system of competing uses. Operating rules, management practices, consumer demands, and environmental constraints must all be balanced to meet the multipurpose project s objectives. When federal dams are built, they are authorized by Congress to serve one or more functions. Legislation such as the Water Resources Development Act regulates the operation of the facility in order to coordinate the authorized uses and ensure the dam s intended objectives are being met. While multipurpose reservoirs account for billions of dollars in contributions to National Economic Development (NED) every year, no attempt has been made to evaluate their benefits on a national scale. This study is an on-going work conducted by Oak Ridge National Laboratory in an effort to estimate the economic benefits of multipurpose hydropower reservoirs in the United States. Given the important role that federal hydropower plays in the U.S., the first focus of this research will target the three main federal hydropower owners Tennessee Valley Authority, U.S. Army Corps of Engineers, and U.S. Bureau of Reclamation. Together these three agencies own and operate 157 powered dams which account for almost half of the total installed hydropower capacity in the U.S. Future work will include engaging publicly-owned utilities and the private sector in order to quantify the benefits of all multipurpose hydropower reservoirs in the U.S.

Book excerpt: Consideration of the uncertainties in future reservoir inflows and energy demands is essential for planning the operation of predominantly hydroelectric generation systems. In addition, hydropower generation and flood control are often the conflicting objectives in planning and managing the predominantly hydro systems. A quantification of the impact of the uncertainty in inputs and the tradeoffs involved in the reservoir system allows a planner to compare the economic losses due to this impact with the benefits accrued from the system, thus, leading to planning the sustainable operation of the system. A reliability programming model is developed which considers the uncertainty in inflows and energy demands in planning the operation of a single as well as a system of multipurpose reservoirs, and also evaluates the hydrologic risk as a measure of the system not being able to satisfy the storage requirements for hydropower generation and flood control. The model determines the optimal levels of risk, by trading off the total benefits accrued from the operation of reservoirs with the economic losses which may be incurred as a consequence of these risk levels. The economic losses are explicitly specified in the model through risk-loss functions which quantify the costs of deviations from the goal, and a new four-step algorithm is proposed in this research to derive the risk-loss function for the purpose of hydropower generation. The nonlinear energy production function is linearized, and a three-level algorithm which combines the Complex Box search procedure with a Linear Programming routine is developed to evaluate the optimal risk levels. The direct implementation of the reliability model in its basic form is limited by the assumption of independence between monthly reservoir inflows, which leads to conservative planning of the operation of reservoirs. Three new approaches are proposed in thris research to alleviate the problem of conservative planning, thus, making the reliability model a robust tool for the complex task of planning. The application and the practical implementation of the reliability model are demonstrated for the case study of Manitoba Hydro, a predominantly hydro based electrical utility company for the province of Manitoba, canada.

Book excerpt: This paper assesses the economic benefits of 57 World Bank Group-sponsored hydropower dam plant investments. Hydropower dams are among the main sources for producing electricity and the largest renewable source for power generation throughout the world. Hydropower dams are often a lower-cost option for power generation in Clean Energy Transition for addressing global climate change. Despite its conspicuous aspects, constructing hydropower dams has been controversial. Considering the World Bank's long history as the largest hydropower development financier, this study investigates its performance in supporting hydropower dams. The outcomes of this study apply to the wider hydropower development community. Of the projects in this study, 70% experienced a cost overrun, and more than 80% of projects experienced time overruns, incurring potential additional costs as a result. Despite the high cost and time overruns, this hydropower portfolio of dams produced a present value of net economic benefits by 2016 of over half a trillion USD. Based on our findings, the evaluated hydropower portfolio helped avoid over a billion tonnes of CO2 for an estimated global environmental benefit valued at nearly USD 350 billion. The projects' additional environmental benefits raise the real rate of return from 15.4% to 17.3%. The implication for hydropower developers is that the projects' assessment should consider cost and time overrun and factor them into the project-planning contingency scenarios. There is a considerable benefit for developing countries to exploit their hydropower resources if they can be developed according to industry practices and international standards. The case for developing hydropower may be stronger when considering its climate benefits. The net economic benefits of hydropower can be even higher if there is a greater effort to manage cost and time overruns.
