Book An Economic Analysis Methodology for Project Evaluation and Programming

Download or read book An Economic Analysis Methodology for Project Evaluation and Programming written by Yi Jiang and published by . This book was released on 2013-12-12 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic analysis is a critical component of a comprehensive project or program evaluation methodology that considers all key quantitative and qualitative impacts of highway investments. It allows highway agencies to identify, quantify, and value the economic benefits and costs of highway projects and programs over a multiyear timeframe. This research was conducted to provide the Indiana Department of Transportation (INDOT) with a uniform economic analysis methodology. The developed economic evaluation model applies the methodology of life-cycle benefit cost analysis to perform economic analysis for proposed highway projects. As a result of this research, an Excel based computer program, the Indiana Highway Economic Evaluation Model (IHEEM), was developed to provide a convenient tool for INDOT personnel to implement the method. The main costs and benefits contained in the model are agency costs and user benefits. Agency costs include initial costs, routine maintenance costs, rehabilitation costs, and remaining value of the facility. User benefits contain travel time savings, vehicle operating cost savings, and crash reduction savings. In addition to the deterministic method for cost and benefit analysis, an alternative probabilistic approach was also developed and incorporated into IHEEM so that the outputs can be expressed as ranges of values with likelihoods of occurrence.

Book Economic Analysis Primer

Download or read book Economic Analysis Primer written by and published by . This book was released on 2003 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This primer provides a foundation for understanding the role of economic analysis in highway decision making. It is oriented toward state and local officials who have responsibility for assuring that limited resources get targeted to their best uses and who must publicly account for their decisions. Economic analysis is presented as an integral component of a comprehensive infrastructure management methodology that takes a long-term view of infrastructure performance and cost. The primer encompasses a full range of economic issues, including economic fundamentals, life-cycle cost analysis, benefit-cost analysis, forecasting traffic for benefit calculations, risk analysis and economic impact analysis.

Book Summary and Evaluation of Economic Consequences of Highway Improvements

Download or read book Summary and Evaluation of Economic Consequences of Highway Improvements written by Robley Winfrey and published by . This book was released on 1971 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is based on nine previous NCHRP projects (2-1 through 2-9), which it seeks to integrate for the purpose of supplying theory, methodology, and discussion of the analysis of the economics and consequences of highway improvements in a way that will aid analysts in making studies and decision-makers in selecting highway improvement projects and programs for investment. The fundamental approach is that of systems analysis and, more particularly, economic analysis.

Book The Economic Impact of Upgrading Roads

Download or read book The Economic Impact of Upgrading Roads written by Michael Iacono and published by . This book was released on 2009 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improvements to transportation networks, especially those in growing areas, tend to have impacts on local land markets. In principle, an improvement to a link in the network will confer economic benefits to adjacent and nearby properties by increasing the utility that the network provides. Traditional methods of economic analysis for highway improvement projects have focused primarily on user benefits and sought to quantify them through the estimation of reductions in travel delay or user cost. However, urban economic theory suggests that many of these benefits are capitalized into local property values, yielding a localized spillover effect. Accordingly, it should be possible to develop rough estimates of the value of the benefits from a highway project by estimating the response of local land markets to the improvement. This report explores the nature and magnitude of benefits accruing to nearby properties that arise from major highway construction or reconstruction projects, more precisely those that add capacity to an existing highway. Highway projects in three Minnesota counties (Hennepin, Jackson, and Olmsted) form the basis for our analysis.
