The collapse of the Soviet empire seemed to confirm the wisdom of U.S. containment policy and these lessons of history as universal truths that still influence U.S. foreign policy thinking today. A European states system based on realism, balance-of-power, raison d'etat, and great power diplomacy did not keep a "long peace" from 1815 to 1914. The punitive Versailles Treaty with Germany did not cause the rise of Adolf Hitler and World War II. Erroneous analogies to Neville Chamberlain's failed attempt to avert war at Munich in 1938 worked its way into virtually every debate on the use of force to stop communist aggression during the Cold War. Franklin Roosevelt did not "give away" Eastern Europe to Stalin at the Yalta Conference in 1945. The conventional version of Yalta as a deal to divide Europe is fictional. U.S. containment policy did not create a stable bipolar world and, like the nineteenth-century balance-of power system, preserve another "long peace" for forty-five years after World War II. Ronald Reagan's military build-up and ideological crusade against the Soviet Union did not cause the fall of communism in 1989. Mikhail Gorbachev gave up the Soviet Empire. The Reagan "victory school" version of the end of the Cold War has given American leaders the dubious belief that the United States alone possesses the power to create a liberal democratic, free market world order. Book excerpt: Italy's invasion of Ethiopia in 1935 marked a turning point in interwar Europe. The last great European colonial conquest in Africa, the conflict represented an enormous gamble for the Fascist dictator Benito Mussolini. He faced a challenge not only from a stout Ethiopian defence, but also from difficult logistics made worse by the League of Nations' half-hearted sanctions. Mussolini faced down this opposition, and Italian troops, aided by air superiority and liberal use of yprite gas, conquered Addis Ababa within eight months, a victory that shocked many military observers of the time with its speed and suddenness. The invasion had enormous repercussions on European international relations. In the midst of a national election campaign, the British National Government had felt constrained to support the League, despite fears that sanctions through the League could lead to war with Italy. The concentration of the Royal Navy in the Mediterranean Sea alienated Mussolini and placed the French government on the horns of dilemma; should France support its military partner, Italy, or its more important potential ally, Great Britain? French attempts to mark out a middle ground did little to placate the Duce, and the crisis seemed to develop a deep rift between Fascist Italy and the Anglo-French democracies, while at the same time creating a crisis in Anglo-French relations. Mussolini turned towards Nazi Germany in an attempt to end his diplomatic isolation during the sanctions episode, although Hitler considered the Duce's friendship a mixed blessing. The question of American adherence to sanctions increased ill will between British politicians and the Roosevelt administration in Washington, as each tended to blame the other for the failure of oil sanctions and the collapse of collective security. The international crisis posed similarly thorny problems for the smaller powers of Europe, and for Japan and the Soviet Union. The crisis impeded common defence against Fascist expansionism while giving impetus to claims of the revisionist powers. Despite the tremendous importance of the international crisis, however, little new work on the subject has appeared in recent decades. In this volume, an international cast of contributors take a fresh look at the crisis through the lens of new evidence and new approaches to international relations history to provide the most comprehensive coverage of the crisis currently possible, and their work provides new frames of reference for exploring imperialism, collective security and genocide.

The legitimacy of recent events - such as the wars in Kosovo and Iraq, the post-September 11 war on terror, and instances of humanitarian intervention - have been endlessly debated by publics around the globe. And yet the academic discipline of IR has largely neglected this concept. This book encourages us to take legitimacy seriously, both as a facet of international behaviour with practical consequences, and as a theoretical concept necessary for understanding that behaviour. It offers a comprehensive historical and theoretical account of international legitimacy. It argues that the development of principles of legitimacy lie at the heart of what is meant by an international society, and in so doing fills a notable void in English school accounts of the subject. Part I provides a historical survey of the evolution of the practice of legitimacy from the 'age of discovery' at the end of the 15th century. It explores how issues of legitimacy were interwoven with the great peace settlements of modern history - in 1648, 1713, 1815, 1919, and 1945. It offers a revisionist reading of the significance of Westphalia - not as the origin of a modern doctrine of sovereignty - but as a seminal stage in the development of an international society based on shared principles of legitimacy. All of the historical chapters demonstrate how the twin dimensions of legitimacy - principles of rightful membership and of rightful conduct - have been thought about and developed in differing contexts. Part II then provides a trenchant analysis of legitimacy in contemporary international society. Deploying a number of short case studies, drawn mainly from the wars against Iraq in 1991 and 2003, and the Kosovo war of 1999, it sets out a theoretical account of the relationship between legitimacy, on the one hand, and consensus, norms, and equilibrium, on the other. This is the most sustained attempt to make sense of legitimacy in an IR context. Its conclusion, in the end, is that legitimacy matters, but in a complex way. Legitimacy is not to be discovered simply by straightforward application of other norms, such as legality and morality. Instead, legitimacy is an inherently political condition. What determines its attainability or not is as much the general political condition of international society at any one moment, as the conformity of its specific actions to set normative principles.
