Book excerpt: Here is the first detailed study of the British government's late eighteenth-century attempt to reorganize the East India Company's army. The defeat of that attempt by the Company's officers involved the ruin of the governor-general, Sir John Shore, whose "failure" in dealing with the officers has been held against him by generations of historians. Tracing the events from three points of view--those of the British government, the Company's government in Calcutta, and the officers of the Company's service--Raymond Callahan shows that the aspects of the Company's service which struck observers in London as inefficient and corrupt were, in the officers' view, precisely those things that made the Company's service worth entering. Barred by lack of wealth or social standing from the King's service, the officers looked upon their hazardous Indian exile as a chance to build their fortunes. The Company's service, especially its rule of promotion by strict seniority, was designed to facilitate this, and any attempt to restructure it was bound to provoke the opposition and resentment of the Company's officers. Failure to comprehend this fact on the part of both Shore's predecessor, Lord Cornwallis, and the British government made the subsequent clash inevitable. Callahan concludes that Shore handled the officers in the only way open to him and that he was the victim of the mistakes of Cornwallis, whose service as governor-general has heretofore been considered a success.

So how was it that the nineteenth-century British Indian Raj was so different? Arising, initially, from the militant policies and actions of a bunch of London merchants chartered as the English East India Company by Queen Elizabeth in 1600, for one hundred and fifty years they had generally pursued a peaceful and thereby profitable trade in the India, recognized by local Indian princes as mutually beneficial. Yet from the 1740s, Company men began to leave the counting house for the parade ground, fighting against the French and the Indian princes over the next forty years until they stood upon the threshold of succeeding the declining Mughul Empire as the next hegamon of India. This book roots its explanation of this phenomenon in the evidence of the words and thoughts of the major, and not-so major, players, as revealed in the rich archives of the early Raj. Public dispatches from the Company's servants in India to their masters in London contain elaborate justifications and records of debates in its councils for the policies (grand strategies) adopted to deal with the challenges created by the unstable political developments of the time. This book examines the colonial state's approach to these vice-driven health risks. In doing so it throws new light on the emergence of social and imperial mindsets and on the empire, fuelled by fear of the lower orders, sexual deviation, disease and mutiny. An exploration of these mindsets reveals a lesser-explored fact of rule – the fractured nature of the Company state. Further, it shows how the measures employed by the state to deal with these vice-driven health problems had wide-ranging consequences not simply for the army itself but for India and the empire more broadly. By refocusing our attention on to the military core of the colonial state, Wald demonstrates the ways in which army decision-making stretched beyond the cantonment boundary to help define the state's engagement with and understanding of Indian society.
