Various articles of the Indian Constitution provide specific provisions for the advancement of scheduled castes and scheduled tribes. Often, a tribeis biologically as well as culturally distinct from other tribes and non-tribal population. The bureaucratic system has its own limitations and is not flexible enough. A Voluntary Organisation on the other hand, cna easily adjust itself to the needs of the people with sympathy, personal care and urgency. Despite efforts, both by the Government and Voluntary Organisations, the progress is not what it should have been possible because of the inconsistency between various developmental approaches and different socio-economic-politico-cultural factors in which the tribal groups are nursed and nurtured.
