This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Book excerpt: One of the key ingredients of success in building internationally competitive industries lies in amassing a sizeable pool of competent suppliers of parts, components and accessories. This monograph examines how in developing countries suppliers of mechanical components at the low end of the technological trajectory build up key capabilities over time. The focus is on Vietnam’s motorcycle industry, which was rapidly transformed from a small, highly protected market to the world’s fourth largest motorcycle producer. This rare success resulted from intense competition between leading Japanese motorcycle manufacturers and local Vietnamese assemblers of imported Chinese components both attempting to gain supremacy in the emerging market. In particular, the book analyzes how local Vietnamese suppliers of motorcycle components exploited participation in contrasting types of value chains developed by the two groups of leading manufacturing firms, referred to here as Japanese and/or Vietnamese–Chinese chains, for accumulating strategic know-how. On the basis of historical evidence and recent empirical data collected through repeated rounds of in-depth fieldwork the analysis finds first, those suppliers’ learning trajectories evolved over time resulting in a divergence in learning performance extending across suppliers in later phases of industrial development. In the later stage, high-performing suppliers amassed basic innovative expertise, constituting the bedrock of this fast-growing industry. Second, the analysis finds that the diverging performance can be explained by the combination of roles played by lead firms in inducing and facilitating supplier learning and those of suppliers in mobilizing their own sources of knowledge. These conclusions not only provide dynamic, insightful accounts of supplier learning in developing country contexts but also make key theoretical and methodological contributions to the research on value chain participation and supplier learning.

Design, capability and their evolution are introduced into current theories of trade to explain the reality of international trade in the early twenty-first century and the possibility of design-based comparative advantage is explored. Toward that end, the concepts of design, architecture, organizational capability and productivity are introduced, as are their interactions and evolution. The author starts from the fact that firms’ selection of design locations precedes that of production locations and that a new product’s initial production location is usually the same as its design location. In other words, design matters in explaining today’s trade phenomena. Thus, this book analyzes product design and its evolution in the context of the comparative advantage theory. The author argues that the concept of Ricardo’s comparative advantage must be reinterpreted in a more dynamic way than in the past, with changing labor input coefficients treated as variables and driven by international capability-building competition between factories. Some of the many topics dealt with in this volume include a capability-architecture view of industrial comparative advantage, a design-based view of manufacturing, the evolution of manufacturing capabilities, Ricardian comparative advantage with changing labor input coefficients, comparative design cost and selection of design locations and a design process model behind comparative design cost. The UK industrialized over two centuries, and then started to de-industrialize in the late 1960s. Today, the most rapid developers experience aspects of industrialization and de-industrialization simultaneously. It is no longer clear that industrialization offers the path of growth it once did; industrialization has become 'thin.' Demographic and social challenges that earlier developers faced sequentially now come at the same time. Rapid growers experience compression most acutely, but the spatial and temporal fusing of past and present is widespread, affecting high-, middle-, and lower-income countries alike. Timing refers to the differences in historical periods in which development takes place. The geopolitical, institutional and technological environment for countries recently integrated into the global economy has been vastly different from that of the preceding postwar decades of 'embedded liberalism,' although it does contain echoes of the 'first globalization' and 'first financialization' a century ago. The first era of liberalism did not end well, and the second is similarly foundering on the rocks of nationalism and protectionism, as it is being battered by a global pandemic. The authors propose an interdisciplinary conceptual framework based on co-evolving state-market and organization-technology dyads, which will help readers make sense of contemporary development across multiple societies, sectors and geographies, and provide a template for historical comparison.
