The democracy promotion strategies of Western policy-makers have, therefore, been based on strengthening civil society in authoritarian settings in order to support the development of social capital -to challenge undemocratic regimes. This book questions the validity of the link between an active associational life and democratization. It examines civil society in the Arab world in order to illustrate how authoritarian constraints structure civil society dynamics in the region in ways that hinder transition to democracy. Building on innovative theoretical work and drawing on empirical data from extensive fieldwork in the region, this study demonstrates how the activism of civil society in five different Arab countries strengthens rather than weakens authoritarian practices and rule. Through an analysis of the specific legal and political constraints on associational life, and the impact of these on relations between different civic groups, and between associations and state authorities, the book demonstrates that the claim that civil society plays a positive role in processes of democratic transformation is highly questionable. Offering a broad and alternative vision of the state of civil society in the region, this book will be an important contribution to studies on Middle Eastern politics, democratization and civil society activism.

Book excerpt: Since the death of Franco in 1975, Spain has made a successful transition to democracy. This book looks at what that transition has meant for the Spanish people. Drawing on national surveys taken in 1978, 1980, 1984, and 1990, the authors explore three questions: What is the basis of the new regime's political legitimacy? How did Spanish democracy move from the conservative center-right coalition that engineered the transition to the socialist government that consolidated it? And why is political participation so low among Spaniards? The answers to the first two questions highlight the ambiguity built into the political contrast with the Franco regime and a certain appreciation of the material accomplishments of authoritarianism, the pivotal role of the king in opting for democracy while symbolically spanning traditional and modernizing forces, and finally a movement from foundational issues to economic and social concerns. In response to the third question, the authors illuminate the participatory shortfall in Spanish politics by comparing Spain with Brazil and Korea, two post-authoritarian societies where political involvement is much higher. They consider long-term structural factors as well as short-term strategic actions that have contributed to low civic engagement.

Bellin argues that the special conditions of late development, most notably the political paradoxes created by state sponsorship, fatally limit class commitment to democracy. In many developing countries, she contends, those who are empowered by capitalist industrialization become the allies of authoritarianism rather than the agents of democratic reform.Bellin generates her propositions from close study of a singular case of stalled democracy: Tunisia. Capital and labor's complicity in authoritarian relapse in that country poses a puzzle. Stalled Democracy also explores the transformative capacity of state-sponsored industrialization. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. This book attempts to answer these questions through a combination of a statistical analysis of social, economic, and international determinants of regime change in 165 countries around the world in 1972–2006, and case study work on nine episodes of democratization occurring in Argentina, Bolivia, Hungary, Nepal, Peru, the Philippines, South Africa, Turkey, and Uruguay. The findings suggest that democracy is promoted by long-term structural forces such as economic prosperity, but also by peaceful popular uprisings and the institutional setup of authoritarian regimes. In the short-run, however, elite actors may play a key role, particularly through the importance of intra-regime splits. Jan Teorell argues that these results have important repercussions both for current theories of democratization and for the international community's effort in developing policies for democracy promotion.
