Book excerpt: In most Western European countries, higher education has to an increasing extent been developing outside universities, partly through the establishment of new ins- tutions, and partly through the upgrading of professional and vocational schools into higher education colleges. The main trend in countries with a binary system has been that student numbers have increased more in the college sector than in the university sector. Yet, there is a shortage of in-depth studies on the changes that have taken place in this part of the educational system, and on the processes that have driven this development. The aim of this book is to improve our understanding of these processes, through developing concepts and theoretical perspectives which might offer new insights of complex phenomena. This book is based upon a large number of studies on college education in Norway and in other Western European countries. I have studied change processes in this field over a period stretching back to the late 1970s (Kyvik 1981), and this book synthesises my former publications, as well as updates the development until August 2008, and presents new analyses based on my gradual attainment of deeper insight into the processes that have taken place.

Book excerpt: Known as either ‘soft’ or ‘hard’ ‘managerialism’, ‘new managerialism’ or ‘new public management’, this new narrative has, irrespective of moniker, permeated the institutions of higher education almost everywhere. Taking this as its context, this volume is founded on a comprehensive international comparative analysis of the evolving role of middle-level academic managers—deans, heads of department and their equivalents. The chapters address key questions that will determine the future of academe: have the imperatives of management theory caused a realignment of the values and expectations of middle-level academic managers? In what way do the new expectations placed on this group shape the academic profession as a whole? And, whose interests do middle-level academic managers represent? Based on material presented at one of the high-level Douro Seminars on research into tertiary education, this volume systematically combines theoretical views with empirical analysis. It argues that ‘managerialist’ pressure has resulted in changes in the way academic performance is measured. There has been a shift in criteria away from research reputation, teaching and scholarship to the measurement of performance based upon management capacities. This has given middle-level academic managers a pivotal role halfway between the predilections of high-level decision makers and the maintenance of academic values and control. The enhanced expectations and more defined functions of middle-level academic managers are in clear contrast to earlier times, when the position was considered a public-spirited rite of passage for career-minded academics. Despite this, the contributors to this book believe that the middle-level managers in the ten countries examined are neither corporate lackeys nor champions of academe. It is becoming increasingly clear that the ability of organisations to achieve their aims is largely dependent on the skill and dedication of middle managers. Past studies of organisational dynamics have been preoccupied with the executive level of management. This text, which will be of great interest to researchers and policy makers alike, attempts to redress the balance.

Therefore, rethinking the idea of the university is fundamental to overcoming its current deficiencies in the Global South. This volume, bringing together a number of national case studies and macro-analyses on the dynamics of changing higher education in the Global South, gestures towards the desired, imagined decolonial African university, which should be a site of multilingualism where African indigenous languages, cosmologies and ontologies become a central part of its identity and soul, intolerant of epistemicides, linguicides, and cultural imperialism, but a site of cognitive and social justice that fully embraces the idea that all human beings are born into valid, useful, relevant and legitimate knowledge systems.

Book excerpt: This book is an expanded version of the Clark Kerr Lectures of 2012, delivered by Neil Smelser at the University of California at Berkeley in January and February of that year. The initial exposition is of a theory of change—labeled structural accretion—that has characterized the history of American higher education, mainly (but not exclusively) of universities. The essence of the theory is that institutions of higher education progressively add functions, structures, and constituencies as they grow, but seldom shed them, yielding increasingly complex structures. The first two lectures trace the multiple ramifications of this principle into other arenas, including the essence of complexity in the academic setting, the solidification of academic disciplines and departments, changes in faculty roles and the academic community, the growth of political constituencies, academic administration and governance, and academic stratification by prestige. In closing, Smelser analyzes a number of contemporary trends and problems that are superimposed on the already-complex structures of higher education, such as the diminishing public support without alterations of governance and accountability, the increasing pattern of commercialization in higher education, the growth of distance-learning and for-profit institutions, and the spectacular growth of temporary and part-time faculty.
