Little research, however, has considered the diverse circumstances in which such orders are issued. The Dual Executive reinterprets how and when presidents use unilateral power by illuminating the dual roles of the president. Drawing from an original data set of over 5,000 executive orders and proclamations (the two most frequently used unilateral orders) from the Franklin D. Roosevelt to the George W. Bush administrations (1933–2009), this book situates unilateral orders within the broad scope of executive–legislative relations. Michelle Belco and Brandon Rottinghaus shed light on the shared nature of unilateral power by recasting the executive as both an aggressive "commander" and a cooperative "administrator" who uses unilateral power not only to circumvent Congress, but also to support and facilitate its operations.

Ultimately, although much has been written about presidential leadership of opinion, we are still left with many questions pertaining to the success of presidential opinion leadership efforts throughout the modern presidency. What is still missing is a systematic, sequential approach to describe empirical trends in presidential leadership of public opinion in order to expand on important scholarly queries, to resolve empirical disputes in the literature, and to check the accuracy of conventional political wisdom on how, when, and under what conditions presidents lead public opinion. In The Provisional Pulpit, Brandon Rottinghaus develops a simple theory of presidential leadership, arguing that presidential messages are more likely to be received if there are fewer countervailing agents or messages to contradict the president’s message. He concludes, based upon the findings presented in this book, that the “bully pulpit” is largely provisional for modern presidents. The more the president can avoid the political echo chamber associated with partisan battles or communications, the better the chance the president has to lead public opinion. The most prominent types of multitasking are situations including either temporal overlap of the execution of multiple tasks (i.e., dual tasking) or executing multiple tasks in varying sequences (i.e., task switching). In the literature, numerous attempts have aimed at theorizing about the specific characteristics of executive functions that control interference between simultaneously and/or sequentially active component of task-sets in these situations. However, these approaches have been rather vague regarding explanatory concepts (e.g., task-set inhibition, preparation, shielding, capacity limitation), widely lacking theories on detailed mechanisms and/ or empirical evidence for specific subcomponents. The present research topic aims at providing a selection of contributions on the details of executive functioning in dual-task and task switching situations. The contributions specify these executive functions by focusing on (1) fractionating assumed mechanisms into constituent subcomponents, (2) their variations by age or in clinical subpopulations, and/ or (3) their plasticity as a response to practice and training.

Marking how historical policy changes on citizenship and contemporary public discourse on dual citizenship have impacted development policy and practice, she reveals that as Liberia transformed from a country of immigration to one of emigration, so too did the nature of citizenship, thus influencing claims for and against dual citizenship. In this engaging contribution to scholarly and policy debates about citizenship as a continuum of inclusion and exclusion, and development as a process of both amelioration and degeneration, Pailey develops a new model for conceptualising citizenship within the context of crisis-affected states. In doing so, she offers a postcolonial critique of the neoliberal framing of diasporas and donors as the panacea to post-war reconstruction.
