Book excerpt: Following the Doha Ministerial Declaration in November 2001, the developed countries catapulted the WTO into an intensive, three-year round of further international trade negotiations. In this concise guide to the issues involved, B L Das, one of the world's leading authorities on the WTO, explains the new Work Programme which guides these negotiations. Far from constituting a 'development agenda' as the North touted it to be, he argues that issues of great importance to developing countries like textiles and balance of payments do not even figure in the Work Programme. Instead, it gives special attention to those areas which are of interest to the major developed countries, thereby further increasing the imbalance in the WTO system between North and South. Indeed the Work Programme looks set to benefit these countries who have given nothing in return to the developing countries. The author explains and assesses the implications of each issue likely to figure in the new negotiations. These include not simply the major items that were the subject of the Uruguay Round - agriculture, services, subsidies, anti-dumping, regional trade arrangements, dispute settlement, industrial tariffs, intellectual property rights ; but also new areas (the so-called Singapore issues) like investment, competition policy, transparency in government procurement and trade facilitation as well as electronic commerce. He makes concrete policy proposals for the revision of the existing WTO Agreements in order to remedy their manifest defects from the point of view of protecting and improving the development prospects of those poor countries who are already so disadvantaged in the global economy.

Unfortunately, a number of misconceptions about the likely impact of trade reforms has, in part, impeded more rapid progress toward completion of the Round. This paper addresses some of the most egregious of these misconceptions and presents results from IMF research that sheds light on these issues. In particular, this paper argues that: (i) developing countries have much to gain from their own trade liberalization; (ii) preference erosion could be significant for some countries, but it is not a justification for postponing tariff reductions; (iii) tariffs applied against agricultural products in rich countries actually harm developing countries more than subsidies; and (iv) a disproportionate share of agricultural subsidies in rich countries goes to large wealthy farmers.

Doha participants continue to disagree about prospective liberalization of agriculture and manufactures and have barely begun to consider reductions in barriers to trade in services. Negotiators have missed every deadline to conclude the talks, leading some to question the viability of the entire venture. After nearly nine years of inconclusive meetings, the trade talks are at a tipping point: A global trade deal is still possible with renewed political commitment to trade reform, but continued drift could result in the first outright failure of a multilateral trade round in the postwar era. This policy analysis shows that the Doha Round can still be successfully concluded with a concerted push by the major trading nations. Contrary to the Doha doomsayers, the potential gains from proposals now on the table are significant, albeit not sufficient to close a deal. The authors estimate the trade gains and GDP gains from a prospective Doha deal that "tops up" existing commitments to liberalize agriculture, manufactures, and services. They also suggest what each of the major trading nations needs to do to ensure the successful completion of a Doha package that is both ambitious and balanced between the interests of developed and developing countries.

Against the background of the terrorist attacks in the USA that had happened two months before in September, a strong message of stability and prosperity to the economical development and the wish for a greater political cohesion were communicated and were seen to become resolved in multilateral trade negotiations. The principle aim of this ministerial-level meeting was to lower trade barriers globally, which allows countries to increase trade worldwide by a more efficient exchange of goods among countries and to establish a more stable and certain foundation for today's dynamic global marketplace in order to avoid a repetition of terrorist attacks. However, the Doha Round failed and even following ministerial conferences and meetings that took place in Cancún, Mexico (2003), Hong Kong (2005), and Geneva, Switzerland (2004, 2006, 2008) did not lead to a satisfying result. In the following chapters, the internal, thus the relationship between developing and industrialized countries with focus on the EU and the leading developing countries Brazil, India and China - which are developing to the leading economic powers in the world at the moment - and external, thus especially the upcoming trend towards bilateralism and regionalism, reasons for the collapse of the multilateral trade round will be discussed. The question is whether the Doha Round, thus multilateral trade talks, still has a chance - coupled with the WTO - in a growing regionalized world and what can be done to find a consensus in the world trade system.

In light of this, some have proposed abandoning the Doha Round and starting over with a new agenda. Figuring Out the Doha Round argues that this is far from the time to drop the Doha Round and that it is now more important than ever to sustain political support for the rules-based multilateral trade system. This important new study recommends modest increments in market access commitments by G-20 countries beyond tariff and subsidy cuts in agriculture and nonagricultural market access (NAMA), and policy reforms in customs procedures and related areas that slash red tape and cut transactions costs for exporting and importing goods and services. With additional effort by the G-20 countries, WTO countries can put together a Doha package that is both ambitious and balanced between the interests of developed and developing countries. The study finds that following these recommendations can lead to a world GDP gain of almost $300 billion a year.

It uses extensive new qualitative and quantitative evidence to identify systematic dysfunctions in how the Doha negotiations have been conducted and links these dysfunctions to the exclusively inter-governmental design of interest representation in the WTO. Based on this, the book argues that global economic institutions should consider allowing broader parliamentary and non-state representation of their members. Presenting findings which can also be applied to other global economic institutions, Negotiations in the World Trade Organization will be useful to students and scholars of international trade, global governance and international political economy.
