These technology advances are drivers and enablers for the "nervous system" of the militaryâ€"its command, control, communications, computers, and intelligence (C4I) systemsâ€"to more effectively use the "muscle" side of the military. Authored by a committee of experts drawn equally from the military and commercial sectors, Realizing the Potential of C4I identifies three major areas as fundamental challenges to the full Department of Defense (DOD) exploitation of C4I technologyâ€"information systems security, interoperability, and various aspects of DOD process and culture. The book details principles by which to assess DOD efforts in these areas over the long term and provides specific, more immediately actionable recommendations. Book excerpt: This paper attempts to develop a coherent group of previously uncodified basic concepts, military communications principles, to provide qualitative theoretical linkage in support of the tenets of U.S. AirLand Battle Doctrine. Further, the proposed communications principles are neither technology dependent nor combat operations inhibiting, but should govern the development and implementation of communications in support of command, control, communications and intelligence (C3I) at the tactical and operational levels of war. TO ensure requisite C3I communications, basic concepts must be both rigorous and clear. The five (5) operational principles presented in this paper -- continunity, homogeneity, versatility, security and simplicity -- present a starting point for the development of military communication theory in support of current operational doctrine, and are supported by historical antecedents. Along with each operational principle the supporting subordinate elements and their associated qualitative criterion are developed and presented. Finally, a chapter on implications for system design describes a conceptual military communications system found on the principles developed and discussed in this paper. (Author).

Book excerpt: Future C4 systems will alter the traditional balance between force and information, having a profound influence on doctrine and the operational commander's decision making process. The Joint Staff's future vision of C4 is conceptualized in C41 for the Warrior, ' which envisions a joint C41 architecture providing timely sensor to shooter information direct to the warfighter. C4 systems must manage and filter an overwhelming amount of information; deal with interoperability issues; overcome technological limitations; meet emerging security requirements, and protect against 'Information Warfare.' Severe budget restraints necessitate unified control of C4 systems under singular leadership for the common good of all the services. In addition, acquisition policy and procedures must be revamped to allow new technologies to be fielded quickly; and the commercial marketplace will become the preferred starting point for modernization. Flatter command structures are recommended in this environment where information is available instantaneously. New responsibilities for decision making at lower levels are created. Commanders will have to strike a balance between exerting greater control and allowing subordinates enough flexibility to maintain initiative. Clearly, the commander's intent remains the most important tool in striking this balance.

Book excerpt: This thesis is a summary of the capabilities of the Army Tactical Command and Control System (ATCCS) and the guiding Command, Control, Communications, Computers and Intelligence (C4I) documents as they apply to the ATCCS. Its purpose is to strengthen the knowledge base of Army officers entering the Joint C4I curriculum by providing a summary of Joint and Army C4 doctrine and guidance as it applies to ATCCS. ATCCS is the Army's primary Command and Control (C2) system at echelons corps and below. ATCCS consists of five smaller systems, each a Battlefield Functional Area Control System (BFACS) controlling seven Battlefield Functional Areas (BFA). The five BFACS are: the Maneuver Control System (MCS), the Advanced Field Artillery Tactical Data System (AFATDS) , the Forward Area Air Defense Command, Control and Intelligence System (FAAD c2I), the Combat Service Support Control System (CSSCS), and the All Source Analysis System (ASAS). A clear strategy for the functional design of ATCCS is supported by three documents. Related to and supportive of each other, the three documents are: Joint Pub 6-0, Doctrine for Command, Control, Communications and Computer Systems Support to Joint Operations; The Army Enterprise Strategy consisting of The Vision and The Implementation Plan; and Army Field Manual 100- 5, Operations. This thesis draws threads of continuity from joint doctrine through Army guidance into implementation in ATCCS.

This study uses US experiences in the Korean War, DESERT SHIELD/STORM, Operation JOINT ENDEAVOR, plus past research to analyze and establish currents trends, patterns, and gaps in coalition interoperability. It is clear from previous operations and past research that the US, allies, and coalition partners have not mastered coalition C4I systems interoperability. In order to achieve coalition C4I systems interoperability, this study recommends a course of action (COA) to rely on common US C4I systems or adopt common technical standards to ensure coalition interoperability in the acquisition of C4I systems. Adopting this COA allows alliance and coalition partners to either purchase US C4I systems or design and procure C4I systems that will be interoperable based on common technical standards. Future operations will be multinational and coalition interoperability will be paramount to success. Training programs, combined exercises, military-to-military contacts, foreign military sales, coalition doctrine, modularity, the global grid, and Radiant Mercury (a tool for multilevel security) formulate conditions for success, thus making coalition interoperability the next logical step beyond joint interoperability when designing, procuring, and build US C4I systems.

In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.
