Book excerpt: This paper focuses on the change in the distribution of consumption in Argentina in the last decade and evaluates the distributional impact of relative price changes to address one dimension of the distributional consequences of massive privatization and de-regulation. The approach used is based on the theory and measurement of marginal tax reform of Feldstein, Guesnerie, Amhad and Stern and others, as developed and implemented by Newbery (1995), using the concept of the "distributional characteristic of goods" as obtained from household expenditure surveys. In general the results contradict the view that relative price changes have had a negative welfare and distributional impact. In particular, the results speak well of the effects due to de-regulations such as the opening-up of the economy to international trade, but they are less positive insofar as privatization is concerned. Although relative price changes due to privatization have had a positive welfare effect, this has been partially reversed in the last years. The paper extends the analysis to other dimensions that are not normally captured by this approach such as 'coverage' (i.e. access by the poor or low-income agents to public infrastructure services) showing positive distributional impacts in this dimension.

Book excerpt: Much of the literature that studies the relationship between trade and poverty in developing countries focuses on the effects of national trade reforms, such as own tariff reductions. In contrast, the World Trade Organization negotiations at the Doha Round were more concerned with the poverty effects on low-income countries, and of foreign reforms, such as the elimination of agricultural subsidies in industrial economies. The author empirically compares the relative poverty impacts of national and foreign trade reforms in Argentina. The author investigates national trade reforms, including tariff cuts on consumption goods and capital goods in Argentina. Foreign trade reforms include the elimination, in industrial countries, of agricultural subsidies and trade barriers on agricultural manufactures and industrial manufactures. These policies enhance the market access of Argentine exports. Overall, a combination of own reforms and enhanced market access would cause poverty to decline by between 1.7 and 4.6 percentage points. This evidence suggests that trade policies can be important poverty-reducing instruments in Argentina.

Starting in the 1990s, countries throughout Latin America embarked on many and simultaneous negotiations. On the shifting ground of widening and deepening trade agendas and diverse arenas, what factors determined trade politics? This book examines the domestic political dynamics triggered by South-South, North-South and multilateral agendas in Argentina and Chile between 1990 and 2005. Using a much-needed cross-negotiation and cross-country comparative perspectives, and through detailed empirical analyses of several key negotiations, it proposes an explanation that emphasizes the interplay between international negotiations and domestic trade politics, taken as the result of the complex and dynamic interdependencies and interrelations between state and society. Informed by interviews with public officials, businesses and civil society, the analysis reveals that variation in the depth of agendas, the distributional effects and the uncertainty of political outcomes all have important consequences for domestic preference formation, collective action strategies and types of relationships. Given this, the variety of negotiations, when considered separately and comparatively, show that South-South, North-South and multilateral processes promote different patterns of trade politics. In sum, although national specificities and historical legacies are important, the book argues that trade policy comes first in creating domestic politics in Latin America.

In the early 1980s, agriculture accounted for roughly 57 percent of the country's total exports. During the period covered by this study (1961 to 1985), Argentina's trade policy, which was carried out through export taxes on the main agricultural and agroindustrial products and through industrial protection, was designed to discriminate against most exports vis-a-vis imports. This study examines the impact of trade and exchange rate policies on wheat, corn, sorghum, soybeans, sunflower seeds and beef production. One of its prinicipal findings is that direct price intervention substantially reduced producer prices and that industrial protection policies and overvaluation of the real exchange rate taxed agriculture even more than direct interventions. The study also explores the political factors underlying the establishment of policies that had these negative effects. The main conclusion is that external events, such as the Great Depression and World War II led to a fall in export prices and to higher import prices. Policies were established in the post war period to maintain the protection to import-substitutes and the taxation of agriculture. Export taxes were seen as a way of keeping domestic food prices low and of improving fiscal equilibrium by producing larger tax revenues.

Book excerpt: We study economic globalization as a multidimensional process and investigate its effect on incomes. In a panel of 147 countries during 1970-2014, we apply a new instrumental variable, exploiting globalization’s geographically diffusive character, and find differential gains from globalization both across and within countries: Income gains are substantial for countries at early and medium stages of the globalization process, but the marginal returns diminish as globalization rises, eventually becoming insignificant. Within countries, these gains are concentrated at the top of national income distributions, resulting in rising inequality. We find that domestic policies can mitigate the adverse distributional effects of globalization.
