After the devaluations, the dollar value of exports to the United States from the devaluing countries in Europe recovered from the low levels of the second and third quarters of 1949, but this recovery, which restored exports in the first half of 1950 approximately to the 1948 level should be attributed in large part to the recovery in the US economy rather than to the devaluations. Between the first half of 1949 and the first half of 1950, Europe's dollar imports declined by one-third. Most of this decline occurred, however, between the second and third quarter of 1949, that is, before the devaluations. With imports generally controlled, the effect of the devaluations appeared much more in the reduction of pressure on the control authorities, the substitution of the price mechanism for at least part of the controls as barriers to imports, and the consequent more rational allocation of the relatively scarce dollars among different uses and different users.

In spite of Karl MarxÕs proclamation that money would become obsolete under Communism, the ruble remained a key feature of Soviet life. In fact, although Western economists typically concluded that money ultimately played a limited role in the Soviet Union, Kristy Ironside argues that money was both more important and more powerful than most histories have recognized. After the Second World War, money was resurrected as an essential tool of Soviet governance. Certainly, its importance was not lost on Soviet leaders, despite official Communist Party dogma. Money, Ironside demonstrates, mediated the relationship between the Soviet state and its citizens and was at the center of both the governmentÕs and the peopleÕs visions for the maturing Communist project. A strong rubleÑone that held real value in workersÕ hands and served as an effective labor incentiveÑwas seen as essential to the economic growth that would rebuild society and realize CommunismÕs promised future of abundance. Ironside shows how Soviet citizens turned to the state to remedy the damage that the ravages of the Second World War had inflicted upon their household economies. From the late 1940s through the early 1960s, progress toward Communism was increasingly measured by the health of its citizensÕ personal finances, such as greater purchasing power, higher wages, better pensions, and growing savings. However, the increasing importance of money in Soviet life did not necessarily correlate to improved living standards for Soviet citizens. The Soviet governmentÕs achievements in Òraising the peopleÕs material welfareÓ continued to lag behind the WestÕs advances during a period of unprecedented affluence. These factors combined to undermine popular support for Soviet power and confidence in the Communist project.

At that time, money was issued not only by the official authorities, such as the Imperial Government, the Provisional Government, and, later, the Bolshevik Government, but also by Generals Denikin, Wrangel, and Yudenich, Admiral Kolchak, Atamans Semyonov and Petliura, Hetman Skoropadskyi, and many other great and small rulers of Russia. Russian money was manufactured in Great Britain, Germany, Sweden, and the United States. To some degree, money served as a manifesto of the issuing government, reflected in the various symbols depicted on the banknotes. Using new archival data, this book expands and, in a number of cases, revises the well-established view of the daily life of people during the Revolution, and dispels the settled myth about how the natural economy prevailed in the years of the Russian Civil War. The book presents unique illustrations taken from the author’s private collection: the “Romanov” banknotes; postage stamps used as currency; “Duma” money; and 1917 banknotes known as “kerenkies”, “morzhovkies”, “tchaikovkies”, “Northern rubles”, “krylatkies”, “rodzyankies”, “the Don rubles”, and “kolchakovkies”. This power imbalance is a hold-over from the Soviet era in which the RSFSR was first among equals. Empires, like the Soviet one, are specific types of political systems that differed from modern states. The centralized, multi-ethnic and non-democratic character of empires explains the continued dominance of the Russian Federation. It also explains the absence of alternative economic arrangements and political contacts between the former republics. The Soviet system was structured so as to establish Russian control over non-Russian republics. The political structure was centralized so that all decisions, including investment, production, and distribution decisions were made in Moscow. Economic planning dictated a complex network of production and distribution that rendered the former republics dependent on Russia in a variety of ways. Soviet patterns of government administration and economic management are still evident in all the former republics. Continued dependency on Russia has compromised the state-building efforts of the former republics. Political rhetoric trumpeting new foreign investment, the expansion of diplomatic relations, the signing of trade agreements, and the imminent entrance into international organizations masks the fact that none of these new contacts have been able to replace the old Soviet production and distribution networks. Scholars and students involved with comparative politics and Russian (post-Communist) Studies will find the work of particular value.
