Book Managing Money and Discord in the UN

Download or read book Managing Money and Discord in the UN written by Ronny Patz and published by Oxford University Press. This book was released on 2019-03-21 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes— proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal— agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. Transformations in Governance is a major academic book series from Oxford University Press. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, and environmental and urban studies concerned with the dispersion of authority from central states to supranational institutions, subnational governments, and public-private networks. It brings together work that advances our understanding of the organization, causes, and consequences of multilevel and complex governance. The series is selective, containing annually a small number of books of exceptionally high quality by leading and emerging scholars. The series is edited by Liesbet Hooghe and Gary Marks of the University of North Carolina, Chapel Hill, and Walter Mattli of the University of Oxford.

Book International Institutional Law

Download or read book International Institutional Law written by Henry G. Schermers and published by BRILL. This book was released on 2018-12-24 with total page 1365 pages. Available in PDF, EPUB and Kindle. Book excerpt: This sixth, revised edition of International Institutional Law covers the most recent developments in the field. Although public international organizations such as the United Nations, the World Trade Organization, the African Union, ASEAN, the European Union, Mercosur, NATO and OPEC have broadly divergent objectives, powers, fields of activity and numbers of member states, they also share a wide variety of institutional characteristics. Rather than being a handbook for specific organizations, the book offers a comparative analysis of the institutional law of international organizations. It includes chapters on the rules and practices concerning membership, institutional structure, decision-making, financing, legal order, supervision and sanctions, legal status and external relations. The book’s theoretical framework and extensive use of case-studies is designed to appeal to both academics and practitioners.

Book The Trade Policy Review Mechanism

Download or read book The Trade Policy Review Mechanism written by Mathias Kende and published by Oxford University Press. This book was released on 2018-02-09 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: The WTO's Trade Policy Review Mechanism, which reviews the trade policies and practices of each WTO member at regular intervals, is generally considered to function well. In this day and age, complacency is unwise. Examining trade policy reviews throughout the lifetime of the TPRM, this book details its evolution from Article X of the General Agreement on Tariffs and Trade to the proposed modifications resulting from the mechanism's latest appraisal, examining the budgetary capabilities and technical performance of all the main entities who participate in the reviews. On the basis of these considerations, the author concludes that in order to remain relevant, especially in times of increased global protectionism, the TPRM could, and should do better, and provides unique and timely suggestions for reform.

Available in PDF, EPUB and Kindle. Book excerpt: This volume offers a wide-ranging examination and discussion of the International Atomic Energy Agency’s (IAEA) past, present and future as it enters its seventh decade. Including contributions from leading experts across the globe, the book assesses the historical record of the IAEA; the issues and challenges it faces at present; and its future prospects. In doing so, it addresses the primary missions of the IAEA outlined in the IAEA’s statute, i.e., to safeguard and promote the peaceful uses of nuclear energy, as well as the missions over which it is expanding its mandate, including nuclear safety and security. The volume is divided into two parts: Part I focuses on historical recollections and reflections of participants in key events, ranging from a personal account of the initial negotiations of the IAEA to an account by its chairman on the dynamics of the Board of Governors in recent years. Part II covers current and future issues in the IAEA’s role in nuclear safeguards, the peaceful uses of nuclear energy, and nuclear safety and security. This book will be of much interest to students of nuclear proliferation and arms control, global governance and international security in general.

Book The Working World of International Organizations

Download or read book The Working World of International Organizations written by Xu Yi-chong and published by Oxford University Press. This book was released on 2018-01-11 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: International organizations (IOs) matter. This book uncovers the regular working world of IOs, examining whether, to what extent, and how these 'global governing bodies' can act independently of the will of states. This book explores this issue by asking who or what shapes their decisions; how and when decisions are made; how players interact within an IO; and how the interactions vary across IOs. The Working World of International Organizations examines three working groups in the higher echelons of IOs - state representatives, as proxy of states, serving in the Executive Boards or General Councils, chief officers of IOs, and the staff of the permanent secretariat. The book demonstrates that none of them are unified; in each there are contested ideas about strategy and appropriate projects, and analyses their interactions to explain who is able to shape or influence decisions. Six representative IOs are studied to identify the relevant critical determinants that shape the behaviour of players. The volume explores how these players have an impact over three dilemmas that are common to all IOs: priority and agenda setting, financing, and the centralization or decentralization of operations.

Book Legacies of the International Criminal Tribunal for the Former Yugoslavia

Download or read book Legacies of the International Criminal Tribunal for the Former Yugoslavia written by Carsten Stahn and published by Oxford University Press. This book was released on 2020-06-10 with total page 672 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Criminal Tribunal for the former Yugoslavia (ICTY) is one the pioneering experiments in international criminal justice. It has left a rich legal, institutional, and non-judicial legacy. This edited collection provides a broad perspective on the contribution of the tribunal to law, memory, and justice. It explores some of the accomplishments, challenges, and critiques of the ICTY, including its less visible legacies. The book analyses different sites of legacy: the expressive function of the tribunal, its contribution to the framing of facts, events, and narratives of the conflict in the former Yugoslavia, and investigative and experiential legacies. It also explores lesser known aspects of legal practice (such as defence investigative ethics, judgment drafting, contempt cases against journalists, interpretation and translation), outreach, approaches to punishment and sentencing, the tribunals' impact on domestic legal systems, and ongoing debates over impact and societal reception. The volume combines voices from inside the tribunal with external perspectives to elaborate the rich history of the ICTY, which continues to be written to this day.

Book The Fight Against Fraud on the EU s Finances

Download or read book The Fight Against Fraud on the EU s Finances written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2013-04-17 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The report The Fight Against Fraud On The EU's Finances (HL 158) examines the effectiveness of the EU's system of protection from financial fraud, and identifies a number of weaknesses. EU law obliges both the European Commission and the Member States to combat fraud on the EU's finances. However, the onus to protect the EU's financial interests falls mainly on the individual Member States because they are responsible for administering 80% of the EU funds. The 404 million Euros cited by the Commission in its annual report offers only a glimpse of the levels of fraud perpetrated against the EU's budget, the Committee believes five billion Euros is a closer figure. Evidence presented to the Committee suggests that some Member States do not take their anti-fraud responsibilities seriously. Responsibilities for anti-fraud should include: (i) looking for fraud against the EU's budget; (ii) informing the relevant EU authorities
