Book excerpt: The book constitutes a sociological analysis of the origins of the Polish-German antagonism in the nineteenth and twentieth century and of the process of overcoming it. The author discusses the role played by the religious and political leaders as well as intellectuals of both nations and presents survey research data showing the marked improvement in mutual relations. After a long history of alternating relations, things between Poland and Germany were as bad as never before after World War II. The Nazi attack on Poland in 1939 and the atrocities committed during the occupation resulted in intense Polish hostility towards Germany. On the German side, the loss of territories created a feeling of harm and contributed to deepen anti-Polish stereotypes. The process of reconciliation emanated from initiatives taken by the Christian churches and courageous individuals on both sides, but the crucial step was taken by Chancellor Willy Brandt and the Polish communist leader Wladyslaw Gomulka, who in 1970 worked out a comprehensive agreement for normalizing relations between Poland and the Federal Republic. Following the collapse of communist regimes and unification of Germany mutual relations took the form of co-operation and partnership within the structures of democratic Europe. Today, both sides are about to overcome former stereotypes. While some differences of interests still remain, the overall picture of the current relations between Germany and Poland is one proof that even deepest wounds of the past do not prevent nations from overcoming antagonism and from building friendly relations.

Book excerpt: When the United States and its World War II allies met at the Potsdam Conference to provisionally establish the Oder-Neisse line as Poland's western border and to acknowledge the removal of Germans from the area, they created a controversial Cold War issue that would not be resolved until 1990. American policy makers throughout those decades studied and analyzed materials and reports to determine whether the border should be adjusted or recognized to promote the well being of Europe and the United States. This is the first study to cover the full history of the Oder-Niesse line and its impact on U.S. relations with Poland and the Federal Republic of Germany, as well as its domestic implications, throughout the Cold War years. As with many diplomatic questions, the State Department did not have the luxury of addressing this issue in a vacuum. Instead, the foreign policy bureaucracy had to keep its focus on the border issue while scrutinizing Soviet words and actions regarding its satellites in East Germany and Poland, and to address members of Congress and the public (including various groups of Polish Americans) who wanted specific, but often differing, actions taken in respect to the border. This work reveals how the diplomats and policy makers handled such internal conflict, the sometimes skewed perceptions of America held by Europeans, and how the State Department interacted with the public.

Piotr Wandycz presents a comprehensive picture of the changing relationships between the United States and Poland over two hundred years. Soviet Russia, rules in 1917 by the newly triumphant Bolsheviks, faced Poland, a nation that had just recovered independence after more than a century of oppression. The Bolsheviks feared their revolution would fail if confined to Russia alone; Poland lay directly in their path to the West and international conquest. The resulting controversy, ending with the Treaty of Riga in 1921, spans one of the most complicated and crucial periods in the long and tulmultuous history of Russian-Polish relations. Although this conflict of 1917-1921 was part of the immediate international struggle of revolution and counterrevolution, centuries of antagonism and war were characteristic of the earlier relations between the two countries. The current dispute went far deeper than a Communist-nonCommunist clash; the entire balance of power in Eastern Europe was at stake. Pilsudski's great plan was to push Russia back to its seventeenth-century borders, thus creating an important and powerful Poland. For the Bolsheviks, a successful march on Warsaw might initiate the destruction of the Versailles settlement and the European post-war system. Using recently published documents and Russian, Polish, English, and American archives, the author presents an objective and sophisticated picture of the complicated Soviet-Polish relations in this period. He is careful to examine these affairs in the light of the historical background of the two nations, for although many of these relations were newly esetablished, few were entirely divorced from the past. The first chapter dips back in time for a brief outline of the social and political events behind the deep antagonism of the two nations. Included is an examination of the basic disharmony between their civilizations, caused by the philosophical differences in their respective religions, Polish Catholicism and Greek Orthodoxy. Chapter Two introduces political figures and theories and the development in the half century preceding the Bolshevik Revolution of 1917. The nine remaining chapters are devoted to the struggles between the two countries over the territorial, ideological, and socio-political problems that dominated their relations. The Peace Treaty of Riga, signed in March 1921, proved to be only a stalemate, the negative effects of which were more pronounced for Poland than Russia.
