Book excerpt: How are controversial national opt-outs managed and perceived in the EU? This article argues that the United Kingdom and Denmark compensate diplomatically for the exclusionary effects of their exemptions. A Bourdieudian approach to national diplomacy in the EU is developed to explore how British and Danish officials handle their opt-outs. By drawing on extensive interview data, it is demonstrated that the two opt-out champions employ various sophisticated strategies to overcome the dilemma between autonomy and influence. Some diplomatic strategies reduce marginalization while others enhance it. National opt-outs are ambiguous attempts at avoiding further European integration.

A growing number of member states are reacting to a more constraining EU by negotiating opt-outs. This book provides the first in-depth account of how opt-outs work in practice. It examines the most controversial cases of differentiated integration: the British and Danish opt-outs from Economic and Monetary Union and European policies on borders, asylum, migration, internal security and justice. Drawing on over one hundred interviews with national representatives and EU officials, the author demonstrates how representatives manage the stigma of opting out, allowing them to influence even politically sensitive areas covered by their opt-outs. Developing a practice approach to European integration, the book shows how everyday negotiations transform national interests into European ideals. It is usually assumed that states opt out to preserve sovereignty, but Adler-Nissen argues that national opt-outs may actually reinforce the integration process.

Murrow, ended a quarter-century career with the Columbia Broadcasting System to join the administration of John F. Kennedy as director of the United States Information Agency (USIA). Charged with promoting a positive image abroad, the agency sponsored overseas research programs, produced documentaries, and operated the Voice of America to spread the country’s influence throughout the world. As director of the USIA, Murrow hired African Americans for top spots in the agency and leveraged his celebrity status at home to challenge all Americans to correct the scourge of domestic racism that discouraged developing countries, viewed as strategic assets, from aligning with the West. Using both overt and covert propaganda programs, Murrow forged a positive public image for Kennedy administration policies in an unsettled era that included the rise of the Berlin Wall, the Cuban Missile Crisis, and support for Vietnam’s Ngo Dinh Diem. Murrow’s Cold War tackles an understudied portion of Murrow’s life, reveals how one of America’s most revered journalists improved the global perception of the United States, and exposes the importance of public diplomacy in the advancement of U.S. foreign policy.
