Unfortunately, during the intervening periods of calm, when social and internal problems monopolize the political arena, people are apt to forget altogether the importance of our international relations. They receive no information, they have no incentive to study the subject, and they are content to remain ignorant until an alarm or scare occurs to remind them of the supreme importance of this branch of public affairs. Collective efforts are needed, and diplomacy is a key element in this process. This text examines how diplomacy serves global governance, how the diverse international actors use it, and what it accomplishes. The focus is on diplomatic practice, looking at the diverse methods used by the international actors involved and how they contribute to its effectiveness. The first section examines how various levels of international actors practice diplomacy. Nation states are still key actors and they use many methods in embassies, international conferences, international organizations, summit meetings, and more. International organizations are both a forum for multilateral diplomacy and a major set of international actors still growing in significance for global governance diplomacy. In addition, a multiplicity of regional or limited membership institutions play a role in global governance. At the transnational level, there is the increasing role of civil society institutions and nongovernmental organizations in international affairs. This is where a new kind of international actors is found, unevenly contributing to global governance diplomacy beyond the control of public authorities. The second section explores the functional level, looking at how diplomacy operates in five areas of global governance: peace and security, economic governance, social issues, human rights, and environmental protection. Each of these presents different challenges for global governance diplomacy and requires the development of different diplomatic strategies and new techniques. Some of the issues are more amenable to global governance while others, such as the eradication of global poverty remain fairly intractable. The text extends beyond the usual description of diplomatic apparatus and dynamics to explore “diplomacy at work” in specific, current policy areas that are very relevant to the present debates in international politics.

The Diplomacy of Migration focuses on the role these practices played in the relationship between the United States and the Republic of China both before and after the move to Taiwan. Meredith Oyen identifies three patterns of migration diplomacy: migration legislation as a tool to achieve foreign policy goals, migrants as subjects of diplomacy and propaganda, and migration controls that shaped the Chinese American community.Using sources from diplomatic and governmental archives in the United States, the Republic of China on Taiwan, the People's Republic of China, and the United Kingdom, Oyen applies a truly transnational perspective. The Diplomacy of Migration combines important innovations in the field of diplomatic history with new international trends in migration history to show that even though migration issues were often considered "low stakes" or "low risk" by foreign policy professionals concerned with Cold War politics and the nuclear age, they were neither "no risk" nor unimportant to larger goals. Instead, migration diplomacy became a means of facilitating other foreign policy priorities, even when doing so came at great cost for migrants themselves.

Book excerpt: This study of executive-branch decision making explores the conflict between the diplomatic and developmental mandates of U.S. foreign-aid programs on two levels. First, a given amount of programming funded for a country must be divided among various activities, some of which are directed toward long-term development while others encourage short-term diplomatic cooperation with U.S. initiatives. Second, individual federal agencies favor certain types of aid and are engaged in a constant struggle to preserve and expand their favored programs at the expense of others. Dr. Rossiter examines this conflict in a case study of the State Department's use of foreign-aid programs to induce the "frontline" states of southern Africa to cooperate with President Carter's initiative to resolve the civil war in Rhodesia/Zimbabwe. According to Dr. Rossiter, the Agency for International Development (AID) lost control over foreign aid in the region to the State Department because the constituency for development objectives was relatively weak, both inside and outside the U.S. government. He concludes by discussing the implications of AID's unsuccessful attempt to free itself from the State Department's control during the reorganization of the foreign-aid bureaucracy under President Carter.

If diplomacy is an independent effect on the conduct of world politics, it has to add value, and we have to be able to show what that value is. In Diplomacy's Value, Brian C. Rathbun sets forth a comprehensive theory of diplomacy, based on his understanding that political leaders have distinct diplomatic styles—coercive bargaining, reasoned dialogue, and pragmatic statecraft.Drawing on work in the psychology of negotiation, Rathbun explains how diplomatic styles are a function of the psychological attributes of leaders and the party coalitions they represent. The combination of these styles creates a certain spirit of negotiation that facilitates or obstructs agreement. Rathbun applies the argument to relations among France, Germany, and Great Britain during the 1920s as well as Palestinian-Israeli negotiations since the 1990s. His analysis, based on an intensive analysis of primary documents, shows how different diplomatic styles can successfully resolve apparently intractable dilemmas and equally, how they can thwart agreements that were seemingly within reach.
