Book excerpt: The paper begins with an analysis of the concept of 'region' which is more ambiguous than one might think. This is followed by an analysis of the Gulf region's structural features and outstanding problems, all of which bode ill for stability: the region is fundamentally multipolar and 'open-ended;' the internal balance-of-power is changing rapidly; the involvement of external powers is unpredictable; most of the states in the region are internally unstable; and there are several outstanding territorial and other problems that might trigger a war. The author further looks at one particularly disturbing aspect of these problems, namely the regional arms acquisitions which exhibit most of the characteristics associated with a fully-fledged arms race. As a possible solution to these problems, the author looks at the concepts of common and cooperative security that are based on a realization that states cannot achieve lasting security at the expense of each other. While acknowledging that these concepts are profoundly political, the author nevertheless focuses on the military implications thereof, i.e. the concept of defensive restructuring of the armed forces, or non-offensive defense. Ideally each state in a region should be capable of defending itself against the others, but incapable of attacking its neighbors. As a way to achieve this goal, the author argues in favor of a combination of indigenous efforts at strengthening defensive capabilities (also vis-à-vis external powers), a region-wide arms control process, and an 'arms transfer restraint regime

Book excerpt: In recent years the Gulf region has witnessed a number of major regional/international developments, the most prominent of which being the war in Iraq and the crisis surrounding the Iranian nuclear program. These developments have contributed to regional instability and have undermined efforts to achieve a balance of power in the Gulf region. Furthermore, during this period local apprehensions pertaining to the national security of the Gulf Arab countries have emerged. These comprise the demographic imbalance stemming from the vast migrant labor force in the GCC states and concerns regarding the inherent threats of the rapid development being witnessed by the region owing to its increased openness to the global economy. Internal and external threats necessitate concerted efforts to reinforce regional Gulf security via the establishment of a regional security system involving all the countries of the region as well as the cooperation and contribution of other states and international organizations. In formulating their new approach to security, the GCC states must reinforce their ability to deter intervention in their affairs by large regional neighbors and extra-regional actors. The common crises and challenges threatening the security of the Gulf countries should be a catalyst for the formulation of a unified Gulf strategy which necessitates a greater role for the GCC in achieving regional stability and fortifying the national security of its states. This book, which consists of papers presented at the ECSSR’s 12th Annual Conference of 5–7 March 2007, discusses both security threats and opportunities concerning the Gulf countries, with special reference to the foreign military presence in the region and the instability stemming from Iraq and Iran. It also investigates the need to establish a coherent and permanent defense system in the region. Moreover, it addresses internal security challenges facing the Gulf countries which have cross-border repercussions, such as organized crime and the demographic imbalance resulting from the flow of migrant labor to the region. Book excerpt: Significant changes lie ahead for U.S. security strategy in the Persian Gulf after almost a decade of stasis. In the decade between the Gulf War and the terrorist attacks on the World Trade Center and the Pentagon, the strategy of dual containment of Iraq and Iran was a key driver of American military planning and force posture for the region. During these years, the overriding U.S. concern was preserving access to Gulf oil at reasonable prices; both Iran and Iraq possessed only a limited ability to project power and influence beyond their borders; the Persian Gulf states acquiesced to a significant U.S. military presence on their soil despite the domestic costs; and the United States was reasonably successful, at least until the second Palestinian intifada in September 2000, in insulating its relationships with key Gulf states from the Israeli-Palestinian conflict. At the end of the Clinton administration, it seemed safe to assume that the regional security environment would continue to evolve more or less on its present trajectory and that the challenge confronting the United States was how to manage U.S. forward presence for the long haul under increasingly stressful conditions. This premise is no longer valid. The strategy of dual containment, which is just barely alive, will expire in one way or another in all likelihood because the United States decides to end Saddam Husayn's rule. American success in engineering a regime change in Baghdad will require a substantial increase in U.S. forward deployed forces followed by a multinational occupation of Iraq that is likely to include a significant U.S. military component. At the same time, even if regime change does not occur in Iraq, other factors are likely to put pressure on the United States over the next decade to alter the shape of its military posture toward the region. The purpose of this study is to evaluate the implications of these political, strategic, security, and military factors for U.S. military presence and force posture, defense and security relationships, and force planning for the region. Specifically, the chapters that follow seek to frame the issues, options, and tradeoffs facing U.S. defense planners by focusing on the following questions: To what extent does the emerging security environment-that is, the changing nature of U.S. interests and threats to those interests- require changes in the size and composition of forward deployed forces, peacetime engagement activities, military operations, and force protection? Does the United States need to reconfigure its security and military relationships with regional friends and allies to take account of their changing security perceptions and policies? Are there trends in the strategic environment that are likely to generate new demands and requirements for the Armed Forces? How can the United States reconcile the call in the Quadrennial Defense Review 2001 for greater flexibility in the global allocation of U.S. defense capabilities with the harsh reality that, for the foreseeable future, forward defense of the Persian Gulf will remain dependent on substantial reinforcements from the United States? The main conclusion of this study is that, with or without regime change in Iraq, the United States will need to make significant adjustments in its military posture toward the region.

He focuses on U.S. national interests in the area and appraises how U.S. policies and military presence serve those interests. A regional perspective on U.S. engagement and its long-term prospects also is discussed. The tenor of the discussion is strategy and policy assessment as opposed to operational and tactical considerations. The presence of vast energy resources and location at the center of the Middle East account for the Gulf's geo-strategic importance and its attraction to major powers. U.S. involvement and military presence dates back to the early part of the last century, and includes a host of political, economic, and geo strategic objectives. Prior to the Gulf War, U.S. military presence was largely over the horizon, accommodating the sensitivities of local culture. After 1991, it remained deliberately low profile, and yet U.S. presence was criticized due to local perceptions of misconstrued U.S. policies that are harmful to Arab and Muslim interests. The September 11 attack on the United States and subsequent events associated with the war on terrorism have exacerbated negative public attitudes about U.S. policies and engagement in the region. Simultaneously, however, the traditional regimes of the Gulf countries continue to welcome U.S. engagement, regarding it as the cornerstone for the region.s security. Access to oil, security of Israel, and stability and security of the region are identified as perennial U.S. interests. It is argued that U.S. policies for the Gulf are affected by developments elsewhere in the Middle East and often lead to the charge of double standards and bias. The U.S. handling of the peace process and its support for Israel are contrasted with how the United States implements the dual containment policy against Iraq and Iran. U.S. security strategy for the Gulf and the defense cooperative agreements it has with Gulf Cooperation Council members that authorize its military presence are detailed. Forward presence and the pre-positioning of equipment are the linchpins of U.S. deterrence strategy and U.S. ability to enforce the United Nations (U.N.) mandated sanctions against Iraq. Following a survey of security challenges and U.S. policies to manage them, the author presents a regional appraisal of U.S. military posture. He elaborates on the Gulf States' attitudes toward U.S. military presence on their soil and notes that each state views its engagement with the United States differently. This analysis provides a glimpse of Gulf regional politics and security concerns. The last section deals with the war on terrorism whose consequences are regarded by Islamic radicals as a .clash of civilizations.. However, others in the region are calling for a .dialogue of civilizations. to contain the phenomenon of terrorism. The discussion reveals that the Bush administration, in prosecuting the war on terrorism, has discovered a link to the festering Middle East conflict just as the former Bush administration was exposed during the Gulf War to the same conflict.
